The Executive has modified the Methodological Norms regarding the granting of internal rail and metro transport facilities for students.

According to a government decision adopted on Thursday, November 27, students enrolled at the faculties in Romania will also benefit in 2026 from a reduced rate for rail transport on the distance between the place of residence and the place where the higher education institution is located.
What students need to know
The regulations regarding the verification of the identity document for students requesting these facilities were correlated with the fact that, in the course of 2025, the issuance of electronic identity cards began, on which the home address is not printed.
If the transport operator does not have a digital method of checking electronic identity cards, “students possessing this type of identity document must additionally present one of the following documents: the certificate regarding the domicile registered in the National Register of Persons, issued in physical format, in the original; the certificate regarding the domicile and residence registered in the National Register of Persons, issued through the service HUB of the Ministry of Internal Affairs, in electronic format; or the document generated with the help of the holder of the electronic identity card through the RO CEI Reader application Ministry of Internal Affairs, in electronic formatc”, it is stated in a Government statement

Regarding the issuance of travel permits for Romanian citizen students abroad, “instead of the student card – which, as a rule, contains only the name of the student and the name of the educational unit – Romanian citizen students abroad must present a document certifying their status as a student at the form of education with attendance during the respective academic year, as well as the identity document from which the student’s age can be identified”.
