The Hungarian formation positioned itself, theoretically, on the side of PNL and USR, supporting Siegfried Mureșan for the position of prime minister. But that’s because Muresan had no chance of reaching the Victoria Palace. In reality, UDMR leader Kelemen Hunor had several rounds of negotiations with PSD president Sorin Grindeanu, claim political sources for “Adevărul”.
But the leaders of the UDMR, with their image wrinkled after the defeat of Viktor Orban, hesitate to enter into an official alliance with the PSD. He would prefer to vote for the investiture of Grindeanu, then to remain, theoretically, in the opposition. But with all the benefits of power.
The UDMR is once again playing at two ends in Dambovița politics. Apparently, UDMR is with PNL and USR in a right-wing project aimed at imposing a new prime minister in place of Ilie Bolojan. UDMR agreed to support the liberal Siegfried Mureșan as a variant of the prime minister at the last negotiations in Cotroceni. But without PSD votes, no right-wing prime minister can reach the Victoria Palace.
Instead, the PSD can impose a prime minister even without the votes from the PNL-USR bloc. The key is at UDMR. If the Hungarian formation passes the left side, Sorin Grindeanu is with one foot at the Victoria Palace. But the UDMR leaders were left with serious badge problems after the Hungarian elections. Kelemen Hunor campaigned for Viktor Orban, defeated after a reign of 16 years in Budapest. Now, if they were to ally with the PSD, the Hungarian formation would risk a new wave of criticism. Therefore, Kelemen Hunor negotiates every political move very carefully: he did not vote for the fall of the Bolojan government, then he refused to vote for the investiture of Adrian Veștea, and a month ago he allied himself with PNL and USR in the effort to install a government. But only the facade.
The UDMR plan
In reality, Kelemen Hunor held several rounds of negotiations with Sorin Grindeanu for the installation of a PSD minority government, claim the cited sources. The role of the UDMR would be decisive, but only in the Parliament. The plan is as follows: URMR not to express its public support for any prime minister. Then, President Nicușor Dan should appoint Sorin Grindeanu to form the government, and Grindeanu should seek support to form a parliamentary majority. This is where Hunor would intervene. UDMR would announce that it votes for the installation of the Government so that Romania emerges from the prolonged political crisis. But at the same time, the Hungarian formation will remain in the opposition in order not to be accused of having received positions in exchange for the vote in the Parliament.
However, the UDMR would keep its prefects and secretaries of state, as happened during the Ciolacu government, when the Hungarians were theoretically in the opposition, but practically in power. And the UDMR mayors would continue to receive funds from the Ministry of Development, regardless of the minister’s name.
Grindeanu’s wish
Recently, political sources revealed to “Adevarul” that PSD leader Sorin Grindeanu insists on a parliamentary majority alongside the UDMR, the conservative wing of the PNL and the sovereignist group led by Victor Ponta. Thus, Grindeanu would still need 15 votes to be invested in the Victoria Palace, votes that can come either from unaffiliated parliamentarians or from a few elected AUR. President Nicușor Dan is currently hesitant to give the green light to this plan. The head of state still hopes that PNL and USR will vote for a government led by Grindeanu, claim the cited sources. The fallback would be a new technocrat prime minister.
The idea of a PSD minority government is not new
Discussions about a minority government led by the PSD have been circulating since May, after the fall of the Bolojan Government. Initially, the scenario discussed in the public space was a PSD-UDMR government with a technocrat prime minister, precisely to be more easily accepted by the president Nicușor Dan and other parties. The UDMR was hesitant, the major problem being the lack of a parliamentary majority without external support.
