When will we travel on the Transilvania Autostrada? UMB's mobilization problems turn the estimates upside down

The Pro Infrastructure Association has updated the independent monitoring of major road projects in Transylvania. Estimates on the completion of the works are reserved due to the weak mobilization of UMB, the company that works on 49% of the infrastructure sites in the country.

On the occasion of the May 1 and Easter mini-holiday, the Pro Infrastructure Association (API) recommended Romanians to take the train.

“Until we have civilized rolling stock and decent railways (may) throughout the country, we understand that Romanians choose to go on vacation by car or… by plane”the API specialists concluded.

Thus, they updated the monitoring of the main road projects in the country.

“You will find in the tables all the highways and expressways that have signed (design and) construction contracts and those that are in the tender, some critical details on each lot and our realistic-optimistic estimate of the inauguration. You also have the graphics of the contractors who build them”the post says.

In terms of real highways and expressways, Romania currently has 1,101 kilometers in operation (plus about 10 km of museum), 784 kilometers contracted for almost 11 billion euros and another 247 km in auction with an estimated value of 6.5 billion euros , say the specialists from the Pro Infrastructure Association.

“Out of the total of 784, UMB owns in its portfolio 388 kilometers (49%), followed by Makyol and WeBuild (almost 70 km each, 9%), then Pizzarotti and Nurol (just under 40 km each, 5%), followed by 4 builders with 27-30 km each: Mapa-Cengiz, Precon (Selina), Trace-Coni and Erbașu“, says the quoted source.

In terms of contract values, the ranking changes little: the market share of UMB owned by Dorinel Umbrărescu drops to “only” 42% (22.6 billion lei in absolute amount), WeBuild and Makyol increase to 12% and 13%, respectively (about 7 billion lei), and on 4th comes the Mapa-Cengiz association with 8%, the top 5 being completed by Nurol with 6%.

API specialists made a table with the main infrastructure works, the stage of their realization and the estimated completion.

Nădășelu – Zimbor

“Construction permits were issued on 04.2021 (3A2) and 01.07.2021 (3B1), the Technical Project approved on 20.08.2021 (3A2). 28.12.2021 (3B1). Extension received until May 2025 / UMB has no capacity / poor mobilization on this lot. Ozaltin winner on the new route. March 29: 9 months design – 18 months execution. Route diversion km10*009-km 12+000 and km2M06-km 24*890 / contract signing in May?”writes the API post.

In March, API drew attention to the fact that the A3 Nădășelu-Zimbor-Poarta construction site is almost deserted.

“If in the autumn of last year, the pace of work was impressive for Romania, now the chances of being included in the PNRR milestones are minimal”say the specialists from the Pro Infrastructure Association.

Zimbor – Gate of the Hall

“In September 2022, the completion deadline was extended to August 2024, then July 2025. Possible opening in Q3 2025 if the Zimbor hill holds. UMB has no capacity and has drastically reduced mobilization on this lot”API notes.

Suplacu de Barcău – Chiribiș

“The fourth builder on this section / 6 months of design and 18 months of execution. Last auction launched 06.01.2023. the previous one on 07.12.2020 was canceled on 26.07.2022. We expect the first works in the field in August-September”notes Pro Infrastructure.

Chiribis – Biharia

“6 months of design and 18 months of execution. It is NOT a mistake, it is estimated that the Work Commencement Order will be issued in May 2025, that is, the settlement of the process that is now pending from the old contract is expected”say those from API.
