Transport facilities for disabled people. The documents you need to obtain them

People with disabilities can benefit free of charge from the rovinieta and the right to intercity transport based on requests addressed to the General Directorate of Social Assistance and Child Protection.

People with disabilities are exempt from paying the tariff for using the national road network. There are three situations regarding the claim for free wreckage: the owner of the car is a disabled person; the car owner ensures the transport of the disabled person as a companion during the trip; the owner of the car is also a personal assistant, in this case the toll is free only for people with severe disabilities.

The General Directorate of Social Assistance and Child Protection Argeș specifies that, every month, approximately 400 applicants are presented at the level of the institution who wish to release the rovinieta.

The National Road Infrastructure Administration Company issues tolls free of charge based on an agreement concluded with the DGASPC. It is necessary that the file of each applicant, whether we are talking about a person with a disability, a legal representative or a personal assistant, contain a copy of the disability classification certificate in addition to the documents.

For example, in the case of a car owned by a person with a disability, the necessary documents are: application for a vehicle registration certificate, the identity card of the person with a disability, the registration certificate and the car's identity card.

I can also receive electronic fuel cards

People with disabilities can also be paid for intercity transport. According to the provisions of Government Decision no. 43/2024, persons with severe or severe disabilities, their legal representatives, the parent, guardian or the person in charge of the upbringing and care of the child with severe or severe disabilities benefit from free intercity transport on the basis of a special protection measure, established according to the law.

In Argeș, at the end of March 2024, there were approximately 30,000 beneficiaries who had the right to free intercity transport.

Beneficiaries have the opportunity to opt for: the grant of free intercity transport (transport tickets) or for the settlement of the fuel required for travel by car (based on tax receipts, the granting of paper fuel receipts, the granting of value vouchers on electronic support – fuel card )“, informs DGASPC Argeș.

If one opts for the granting of free intercity transport on the basis of intercity transport tickets, the person can no longer request the settlement of the fuel required to travel by car.

In the case of certificates with permanent validity, the fuel settlement/granting of fuel receipts on paper or electronic media is done semiannually, and in the case of reviewable certificates, the fuel settlement is done quarterly.

People with disabilities can receive electronic fuel cards for transport, the expenses insured annually for fuel supply being in the amount of 1,500 lei for people with severe disabilities, respectively 750 lei for those with severe disabilities.

The granted fuel cards can be used in all oil product distribution units, as well as at all fueling stations for electric vehicles located on the territory of Romania.

Necessary documents for issuing transport tickets

The application for the issuance of tickets must be accompanied by the following documents: the identity card of the person holding the facilities (disabled person, personal assistant) or of the legal representatives (guardian, curator), the notary representative – in original; the employment contract of the personal assistant, where applicable; the civil sentence/court decision appointing the guardian/curator, where applicable; notarial power of attorney, if the right holder designates another person to pick up the tickets for intercity transport.

Necessary documents for fuel settlement

For those who request fuel settlement or the granting of fuel vouchers on paper or electronic media, the settlement request must be accompanied by the following documents: copy of the beneficiary's identity card; tax receipts (original and copy), legible and necessarily stamped with the fuel station stamp; bank document indicating the IBAN account where the counter value of the fuel bill will be transferred.

The settlement request is submitted by post to the address of the DGASPC in the applicant's domicile or to the institution's registry, within 60 days from the date of supply – the date of the tax receipt.

If the documents for the fuel settlement are submitted by mail, the tax receipts must be a maximum of 55 days from the date of fueling so that the date of entry into the institution does not exceed the legal term of 60 days.

The payment will be made only to the account of the disabled person or the legal representative.

Last but not least, according to the law, persons with a degree of disability can also obtain cards-identifications for free parking of cars, issued by the Public Social Assistance Service within the town hall in their area of ​​residence.
