A new complaint to the DNA on behalf of Cîrstoiu. The accusations of an Opposition MP

A deputy of the USR submitted a new complaint to the DNA against the PSD-PNL candidate at the Capital City Hall. The parliamentarian also filed a complaint with ANI.

According to a press release from the USR, deputy Emanuel Ungureanu submitted a complaint to the DNA on behalf of Cătălin Cîrstoiu, the manager of the Bucharest Emergency University Hospital (SUUB), accusing “abuse of office, use of position to favor certain persons and deception”.

The USR parliamentarian also submitted a notification to the National Integrity Agency (ANI) regarding possible situations of incompatibility and conflict of interests.

What are the charges

Cîrstoiu clearly violated the law, repeatedly. Including when he appointed his wife head of department, several times consecutively, starting in 2014. Cîrstoiu also lied when he said that he did not consult the private clinics where he, his mother, his wife and mother-in-law were shareholders, the income obtained from the family's private clinics, being included in the June 2020 wealth statement“, claimed Emanuel Ungureanu, USR deputy.

According to the political formation, the starting point is the complaint to the DNA and the notification to the ANI “report 3.712/2020 drawn up by the Prime Minister's Control Body, in which 14 pages out of 90 are allocated to the facts found in the case of interim manager Cătălin Cîrstoiu. It is about the activity carried out by him at the family clinic simultaneously with holding the management position at SUUB, which represents a violation of the legislation in force”.

The party also conveyed that “the fact of using the position to favor some people is related to the appointment of Dr. Monica Cîrstoiu to the position of head of department within the SUUB, an appointment made not through competition, but through an administrative contract from February 2014, signed by Dr. Cătălin Cîrstoiu. Monica Cîrstoiu's contract was successively extended, the last additional act being signed, in March 2020, also by her husband, just 4 days after being appointed as interim manager. Mr. Cîrstoiu's wife resigned from her position only after the verification action of the Control Body”.

And Alexandru Pânișoara, representative of the Romanian Ecologist Party, candidate for the Capital City Hall, filed a criminal complaint with the DNA on behalf of the doctor at the end of March. Cîrstoiu claimed then that the approach has “nono motivation whatsoever”emphasizing that he will not withdraw from the political race.

My complaint is in rem, so it does not concern the direct person of Mr. Cîrstoiu, but rather the situation found by the Prime Minister, in 2020, at the level of the hospital, and certain states of incompatibility and conflict of interests of Mr. Cîrstoiu. That's what it's about. I cannot qualify whether or not they are criminal acts, but, as a fair citizen, and I guide anyone to do so, it is good to notify the competent bodies”, Panișoara sent.

Cătălin Cărstoiu was the subject of several journalistic investigations by Hotnews, which revealed Cîrstoiu's integrity problems.

The most recent one shows that, last year, he would have granted at least one fee-based consultation at the clinic owned by his wife, a fact incompatible with the position of manager of the University Hospital. The doctor claimed that he had not broken the law.

Another press investigation shows that, in 2020, the Government Control Body drew up a report showing that the doctor Cătălin Cîrstoiu would have been in situations of incompatibility and conflicts of interest because he would have performed activities at the Anemona clinic, owned by the family to. He justified that he would have done “professional training of medical specialists and residents”, according to the quoted source, denying that he holds any position or that he receives any money from the provision of services.
