The former president of Romania, Traian Băsescu, is of the opinion that, as long as Nicusor Dan issued a point of view on the Salary Law, stating that he will not promulgate the normative act if it provides for salary reductions, no result will be reached.
“On the salary law, as long as the president has already issued a point of view, that he will not promulgate this law if it represents a decrease in wages, it has become clear to everyone that they are beating their heads in vain to try to reach a result. Moreover, this statement is well noted in Brussels. And no one has any illusions that a law will be passed that meets the requirements of the excessive deficit situation that Romania has”said Traian Băsescu, Thursday evening, on B1 TV, quoted by News.
The former president is of the opinion that the failure to fulfill this milestone in the PNRR means a disaster.
“It means disaster. When you exceed 60% of GDP, the following happens, as well as when you exceed 3% of the budget deficit: a recovery plan is made, together with the European Commission, and is subject to the approval of the finance ministers of the European Union, i.e. the ECOFIN Council. Anyone who thinks that Pîslaru goes to Brussels and modifies the parameters there, beyond the agreed ones, is a child, or does not know the Lisbon treaty, the European Union treaty. The parameters, the objectives of this program with Romania, are established in ECOFIN. So no one modifies them. What can be negotiated there, where the milestones are not met 100%, to find that he still did 50%. We give him half of the allocated amount of this milestone. But nothing else, no, the object of the milestone cannot be changed”Băsescu specified.
The former president added that “the big problem” is really Nicusor Dan.
“So the big problem we have is with Mr. President Nicusor Dan. I’m sorry to say it. He has made it very clear that any decline means he will not enact the law. So, he called the parties in vain. In fact, it gave them exactly what they wanted to hear, to be held accountable for not meeting this milestone and implicitly losing money“, Băsescu also affirmed.
President Nicusor Dan tried to mediate a political agreement for the adoption of the Salary Law, which is a milestone in the PNRR, and repeatedly called the party leaders to Cotroceni.
The presidential adviser Radu Burnete announced, on Thursday, after the consultations at the Cotroceni Palace, that the party leaders received a version of the salary law project, which in principle fulfills all the obligations assumed by Romania through the PNRR and satisfies all the fiscal constraints we have.
He said that there will be technical discussions over the weekend, and at the beginning of next week the leaders of the parties will meet again with the President of Romania, at the table, for a final conclusion if there is a political consensus for the adoption of this project.
The latest form of the draft salary law establishes the reference value for the salary of staff paid from public funds at 4,000 lei, starting from December 1, 2026, with the possibility of an increase during 2027. This value is lower than the one in the draft of the former Minister of Labor, Florin Manole, of 4,325 lei, and in the version of the law from July it reached 4,100 lei, according to some political sources. The reference value is the one from which all salaries in the public sector start.
