According to Agerpres, the Prime Minister of Romania emphasized, before Friday's Government meeting, that the rehabilitation of the current seat of the Executive will be done with European funds.
On the other hand, Prime Minister Marcel Ciolacu pointed out that the rehabilitation of the Vila Lac 1 building, estimated at 56 million euros, is not a priority and he will not approve this step, considering that the amount is large.
In a government decision published in decisional transparency on the website of the General Secretariat of the Government, the Ministry of Development, Public Works and Administration proposes the allocation of 280 million lei to the National Investment Company, a company under its command, for the consolidation and modernization of the Villa of protocol Lake 1, the consecrated meeting place for political party negotiations.
The investments are argued by the Ministry of Development, Public Works and Administration as extremely important because Villa Lac 1 has reached an advanced state of decay.
The Autonomous Directorate for Administration of the Heritage of the State Protocol (RAAPPS), which currently supervises Villas Lac 2 and 3, where the presidents of Romania live, will be the main beneficiary of the investment, which is scheduled to take place over two years and which will involve amounts of approx. equal money. All funds are obtained through MDLPA from the budget.
Explanations for renovation
“Due to the age of the constructive elements (structure, installations) and finishing elements, major aesthetic and functional deficiencies were found at the level of constructions, installations and outdoor spaces, leading to a high consumption of financial and logistical resources for maintenance and even long-term non-use of some of the areas of the affected building. Currently, the building is operating in a state of emergency, requiring great efforts from the state institutions to ensure, on the one hand, the effective performance of representation and protocol activities, but also to ensure the security and physical integrity of the dignitaries participating in these activities.
Important financial and logistical resources are consumed for the maintenance of the space. The building – both inside and outside – continues to deteriorate and requires more and more financial resources for maintenance. The main administrative building – Corp C4 is one of the most representative representation and protocol villas, being equipped with accommodation spaces, conference and event rooms, offices and spaces for use in high-level protocol activities.
In the main protocol areas, the deficiencies are obvious – degradation and cracks of paneling elements, infiltration and exfoliation of the wall and ceiling finishes, major degradation of the existing anodized aluminum joinery, main heat losses through the glazed areas of the joinery, degradation/infiltration at the level radiant ceilings, etc. The accommodation area is non-functional, the main apartments have major degradations in the finishes, degraded bathrooms with apparent interventions, leaks in the existing carpentry, persistent smells of old finishes”, mentions the quoted source.
