The Chamber of Deputies adopted on Wednesday, July 29, as a decision-making body, the draft law that extends the period of use of the teaching career premium for education personnel who continue their activity in the school or university year 2026-2027. The project was approved with 234 votes “for” and now goes to promulgation.
The normative act also introduces a new obligation for beneficiaries: certificates attesting to graduation or participation in professional training courses will have to be uploaded to an IT application developed by the Special Telecommunications Service (STS).
The premium of 1,500 lei can be used until 2027
According to the new provisions, teachers and auxiliary teaching staff who received the teaching career bonus in the school or academic year 2025-2026 and remain active in the following year will be able to use the amounts until the end of the school or academic year 2026-2027.
Thus, the deadline is:
– August 31, 2027 for pre-university education;
– September 30, 2027 for university education.
The premium has a net value of 1,500 lei, granted on an electronic card, and at least 65% of the amount, i.e. 975 lei, must be used for professional training courses accredited or approved by the Ministry of Education. The rest can be spent on the purchase of IT equipment, specialized books, didactic materials and other products necessary for carrying out the activity in the classroom.
Who benefits from support
The measure addresses:
– teaching and auxiliary teaching staff from state pre-university education;
– university lecturers, supervisors/lecturers and university assistants;
– auxiliary teaching staff from state university education.
According to estimates, approximately 275,850 people will benefit from this measure, for which a budget of over 413 million lei is provided.
STS will verify the beneficiaries
The law establishes that, within five months at most of the use of the money for vocational training courses, but no later than March 31, 2028, the beneficiaries will be required to upload in the IT application developed by STS the certificate proving the graduation or participation in the course.
The application will also be used to automatically verify that the beneficiaries have remained active in the 2026-2027 school or academic year. Afterwards, STS will send to the Ministry of Investments and European Projects the lists of eligible persons and those who are no longer active in the education system.
Also, the law provides that the supply of cards for the school and academic year 2025-2026 will be carried out whenever necessary, but no later than August 31, 2026 for pre-university education and September 30, 2026 for university education. At the same time, the school inspectorates will send to the Ministry of Education the lists of beneficiaries from nurseries with legal personality, national military colleges and educational units from the defense, public order and justice systems, in order to centralize them.
