The Ministry of Internal Affairs has published in decisional transparency the emergency ordinance that provides for merging the European parliamentary elections with the local ones, on June 9.

“Holding the 2 types of elections on the same date has many benefits and can motivate citizens to go to the polls, ensuring greater representativeness of members from Romania in the European Parliament, strengthening Romania's position in the European Union, by sending a clear signal that it wants to follow the pro-EU position and projects for the development of the Union for all administrative-territorial units“, shows the substantiation note of the GEO project. “Furthermore, local elected officials can motivate citizens to show up in greater numbers at the polls and express their voting options. Expenses and the electoral period are reduced, given that in Romania in 2024, as I mentioned above, 4 types of electoral polls will be held“, says the substantiation note of the GEO project.
It also recalls the fact that at the level of the EU member states, the European parliamentary elections are frequently held on the same date as the local ones.
A derogatory and especially surprising regulation is related to the possibility of local elected officials to migrate to another party.
“Moreover, the derogatory norm from the provisions of art. 160 para. (1) lit. h) of the Administrative Code will allow an incumbent mayor to run for a political party, other than the one on whose list he ran, without terminating his mayoral mandate. At the same time, the derogatory norm from the provisions of art. 193 para. (2) of the same normative act will also allow an incumbent county council president to run for a political party, other than the one on whose list he ran, without terminating his mandate. At the same time, it is required that this derogatory norm be applicable until the date of entry into the exercise of the mandate of the mayor, respectively of the president of the county council, as a result of the organization of the elections on June 9, 2024“, it is stated in the draft GEO.
