The liberal MEP Siegfried Mureşan makes, on Wednesday, “the timeline of PSD’s failure on the Payroll Law”, stating that, for almost four and a half years, the Ministry of Labor, led by PSD, failed to fulfill the milestone.
Siegfried Mureşan says, on Wednesday, in a post on Facebook, “the chronology of PSD’s failure on the Salary Law”.
– October 2021: The EU Council approves Romania’s PNRR, including the reform of the Salary Law, under the responsibility of the Ministry of Labour.
– November 2021 – July 2023: PSD holds the Ministry of Labor through Marius Budăi.
– June 30, 2023: During the mandate of the PSD at the Ministry of Labor, the initial deadline from the PNRR for the entry into force of the new salary framework expires. The law is not adopted. The milestone remains unfulfilled and will later be renegotiated and reformulated within the PNRR revisions.
– July 2023 – June 2025: PSD holds the Ministry of Labor through Simona Bucura-Oprescu, without finalizing the draft law.
– June 2025 – April 2026: PSD holds the Ministry of Labor through Petre-Florin Manole, without finalizing the draft law.
“For almost four and a half years, the Ministry of Labor, led by the PSD, failed to fulfill the milestone. In just a few months, the Government led by Ilie Bolojan and the interim Minister of Labor, Dragoş Pîslaru, put on the table a draft of the Salary Law that corrects the inequities in the public system, supports honest employees in the public sector and allows us to obtain the 770 million euros from the PNRR“, says the liberal.
It demands PSD “to finally treat this important bill seriously, as a social-democratic party should treat it, not a populist one”.
Moreover, Mureșan claimed that the PSD had the responsibility of fulfilling this milestone for more than four years, through the ministers it had in the Government, but it failed to complete the project. The MEP now accuses the formation of trying to gain political gain from the negotiations.
The interim Minister of Labor, Dragoş Pîslaru, states that, following the discussions that took place on Tuesday evening, at the Cotroceni Palace, no agreement was reached on the draft law on unitary wages, pointing out that the following days will be decisive on this subject.
He states that he received a mandate to come up with a proposal to close the talks with the unions.
What PSD says
In a post on Facebook, the former Minister of Labour, Florin Manole, stated that the Ministries of Labour, Health and Education must agree on an improved version of the Salary Law.
“The main conclusion of the discussion in Cotroceni about the Salary Law is that, in the next week, the Ministries of Labour, Health and Education must agree on an improved version, check it with the Ministry of Finance from the point of view of the budget envelope and then bring it to the political decision table”he transmitted.
Florin Manole argues that it is incorrect for unions to be blamed for the “blockage” on the Wages Act.
“In three months, the ministries did not agree with each other. It is still possible. There is still time to have a good law, which will also satisfy the public system, respond to budgetary rigors and allow us to attract European money as well.
