PSD leader Sorin Grindeanu insists on a parliamentary majority alongside the UDMR, the conservative wing of the PNL and the sovereignist group led by Victor Ponta, claim political sources for “Adevărul”. Thus, Grindeanu would still need 15 votes to be invested in the Victoria Palace, votes that can come either from unaffiliated parliamentarians or from a few elected AUR. President Nicușor Dan is currently hesitant to give the green light to this plan. The head of state still hopes that PNL and USR will vote for a government led by Grindeanu, claim the cited sources. The fallback would be a new technocrat prime minister.
If the UDMR will agree to form a minority government with the PSD, the parliamentary majority will be much easier to achieve. PSD and UDMR exceed 150 votes in Parliament. There are also the 18 from Uniti pentru Romania, the group of sovereignist leaders led by former prime minister Victor Ponta. 7 more from PACE, other sovereignists who renounced Diana Sosoacă. Plus the group of national minorities, who always vote for the installation of the government, regardless of the political color or the name of the prime minister. In total, 200 votes. 33 votes would be missing for the formation of a parliamentary majority.
The conservative camp of the PNL counts around 18 senators and deputies, but Alina Gorghiu and Hubert Thuma expect new betrayals from the liberal camp. Therefore, another 20 votes can come from the anti-Bolojan Liberal area. At least 13-15 votes would be needed, so that a government led by Sorin Grindeanu would receive the confidence of the Parliament.
PSD can negotiate piecemeal votes
At the moment, 14 unaffiliated parliamentarians are active in the Chamber of Deputies, most of them also from SOS or POT. And in the Senate there are still 8. So, PSD can negotiate piecemeal a few votes from this area. And for an emotionless majority, Sorin Grindeanu can still attract a handful of parliamentarians from AUR to his side, those who were willing to vote for the installation of the Vestea government.
So, if President Nicușor Dan appoints Sorin Grindeanu as prime minister, PSD can easily collect between 235 and 240 votes, enough to install a new government.
But the head of state does not want a tight army in the Parliament, claim political sources for “Adevărul”. Nicușor Dan would prefer the option of a government rotation: PNL and USR now vote for Grindeanu as prime minister, and next year PSD leave the place to a right-wing prime minister, Siegfried Mureșan or someone else proposed by PNL.
“Adevărul” wrote last week that PSD leader Sorin Grindeanu is negotiating with UDMR president Kelemen Hunor to form a PSD-UDMR minority government. Kelemen Hunor did not give a clear answer to Sorin Grindeanu’s proposal to form the government together, but he said that it is “an option to consider” for unblocking the political crisis.
Following the deadlock between PNL and PSD, President Nicușor Dan is trying to find a compromise. The Minister of Finance, Alexandru Nazare, is the head of state’s preferred solution, claim political sources for “Adevărul”.
