The chief of CNAS, Horațiu Moldovan, about the irregularities in the health system: “A medical leave is not just a piece of paper, there is money in the back”

The president of the National Health Insurance House (CNAS), Horațiu Moldovan, commented on Friday the irregularities discovered in providing medical leave, mentioning that the responsibility does not belong only to the doctors, but also to the patients who unjustifiably request these benefits.

“There are two parts in this violation of the legislation. It is not only the doctor, he is the one who also requests. He is the patient who requests a leave that he does not deserve, to whom he does not have the right, he is healthy, and he is the doctor who offers him. Both parties must be aware that it is not just about solving a short -term problem,” said Moldovan for Digi24.

CNAS president warned that a medical leave is not “Just a piece of paper,” but represents a document with major financial implications:

“This piece of paper is money bearer, there is money in the back. There are over 5 billion every year out of the total current budget of 77 billion. Everything that means family medicine in Romania, as payments, means 5 billion, as much as the holiday budget.”

Horațiu Moldovan said that the irregularities discovered in the system are considered isolated cases and that the package of measures taken by CNAS also has a reconciliation role between the doctor, the patient and the health system:

“That is why the percentage of the doctors to whom irregularities were found, from those over 200, quite large, over 33, because the computer platform offers us tools through which we can go target, there, at the source and I would not want to develop this topic precisely to not throw mud on the whole medical profession.”

At the same time, the Minister of Health, Alexandru Rogobete, announced at the beginning of July that there were discovered situations in which certain doctors issued over 100 or even 200 medical holidays in a single day.

The minister warned that, after the report of the Control Body, legislative interventions will follow.
