The Ministry of European Projects has recently awarded two contracts for consulting activities, totaling approximately 4.6 million lei, to the Civitta Strategy & Consulting company, founded and managed in the past by the relevant minister, Dragoș Pîslaru.
The latest contract appeared in the Electronic Public Procurement System on December 2, 2025. The Ministry assigned services for the implementation of the 2021-2027 Inclusion and Social Dignity Program Evaluation Plan. The amount stipulated in the agreement amounts to 3.7 million lei. The technical documentation provides for the evaluation of inclusion and poverty reduction measures, the analysis of the impact of interventions in technical assistance, as well as the development of activities to increase the evaluation capacity within a general department in the ministry.

Two contracts won with MIPE, after the arrival of Pîslaru
Previously, the Ministry of European Projects initialed another contractual agreement with the same commercial company. On July 24, 2025, the parties signed a contract worth 920,000 lei for the evaluation of the Partnership Agreement 2021-2027, the document that presents how the European structural and investment funds will be used during the programming period. The agreement establishes the strategic lines of financing and the complementarity between funds and programs specific to the Cohesion Policy in the 2021-2027 programming period, as well as the possibilities of financing development needs from other financial sources.
More specifically, the object of the acquisition concerned lot 3, focused on the objective “A more connected Europe through the development of mobility”.

Thus, in the second half of 2025, the former minister’s firm awarded evaluation and consultancy works totaling more than 4.6 million lei from the relevant ministry.
Company subscribed to contracts with the state
The company’s success in the relationship with the Romanian state is not limited only to the contracts with MIPE. In the last three years alone, Civitta Strategy & Consulting has carried out approximately 40 contracts with various state institutions, their total value exceeding the sum of over 7 million euros
Among the institutions that used the consulting services of Pîslaru’s former firm are the General Secretariat of the Government, the Ministry of Development, the Capital City Hall, the Ministry of Energy, but also numerous local administrations in the country, such as Botoșani County Council or Mizil City Hall.
Dragoș Pîslaru owned 20% of the shares
The connection between the current minister and the winning company has a long history. According to Jurnalul.ro, the company was established on December 15, 2007 under the name of SC Gea Strategy & Consulting SA. The quoted source mentions that Dragoș Pîslaru was the founder, administrator and owned 20% of the shares at the time of establishment, and the registered office initially operated in an apartment owned by him, located in the area of the Arc de Triomphe.
The same source notes that the initial shareholding structure was complex and included several extremely influential people, such as the president of the Fiscal Council, Daniel Daianu, former prime minister Florin Cîțu and former budget minister Liviu Voinea. Over time, the composition of the company changed. Dragoș Pîslaru left the firm during his tenure as Minister of Labor in the technocrat government, later returned as a “partner” with 0.5% of the shares, and retired for good before taking up the MEP mandate. Currently, according to official data, Civitta Strategy & Consulting is owned by legal entities from Estonia and Lithuania.
Contacted by “Adevărul” to provide clarification, Dragoș Pîslaru did not send any answer until the time of publication of the article.
