The project by which Romania wants to build in Doicești the first plant with small modular reactors (SMR) is behind schedule, has become significantly more expensive and was developed through a series of decisions that the Prime Minister’s Control Body calls into question.
A report by the institution shows that one of the important stages of the project was completed 20 months later than the original schedule. Among the explanations provided by Nuclearelectrica were the time required for approvals, negotiations, financing and studies. The control body notes, however, that some of these problems could be anticipated.
And the bill went up. As of December 2025, the project was estimated at $6.5 billion, about $3.8 billion more than the 2022 estimate.
Why was Doicești chosen?
The report also raises questions about how the site of the future plant was chosen. A study funded by an American agency analyzed nine possible sites, and Doicești ranked second.
The prime minister’s control body does not say that the choice of Doicești was wrong, but that Nuclearelectrica did not do a sufficient comparative analysis to explain why it chose this location instead of the one ranked first.
Land bought for 2.8 million euros, transaction of over 46 million
One of the most important findings concerns the Doicești land itself. Nova Power & Gas, the private partner of Nuclearelectrica, had bought it in 2021 with an effective price of 2.8 million euros.
The project company RoPower Nuclear subsequently bought the site from Nova Power & Gas for approximately €24.3 million and committed to pay a further approximately €22 million in land costs. The control body shows that the transaction thus reached more than 46 million euros and questions some of the additional costs.
The report also criticizes how Nuclearelectrica partnered with Nova Power & Gas. The control body claims that the private partner was chosen without a comparative assessment with other companies, and the deal between the two parties distributed some of the risks against the state company.
Recommended measures include checking the costs paid to the private partner and including looking into the possibility of a court action to cancel the agreement whereby some of these costs were re-invoiced.
