The electronic health record will be available from this summer: how patients will be able to consult their own medical record

The electronic health file will become accessible to every patient starting this summer, the president of the National Health Insurance Company (CNAS), Horațiu Moldovan, announced on Tuesday. The medical document can be consulted from a phone, laptop, computer or tablet, based on a username and password.

“The digital quality of the Health Insurance House and implicitly of the entire health system was the zero priority, because we have a milestone in the PNRR that tells us that we must resize, re-engineer the IT platform of the social health insurance. Although alarm signals have been raised in the public space that we have delays, that we have zero budget execution, it is absolutely not like that. We also have financial execution, and with technical progress we are close to final. In order to reach the PNRR milestone, this health insurance platform must be resized to real needs, because it was created over 20 years ago” he explained

According to the president of CNAS, the platform will be open to the entire population, not just to medical service providers. Patients will be able to consult their medical history, and doctors will have access to the electronic file of each patient who requests their services.

It will no longer be only for communication between the doctor or between the provider of medical services, pharmacies, doctor, medical devices and the Health Insurance Company. The famous electronic health file, which was born so hard that we don’t even see it today, will be available, starting this summer, for every patient in Romania. The financial imbalance of CNAS, reduced after the political intervention

The CNAS president recalled that, in 2025, the institution was facing a deficit of 11 billion lei, a situation that risked putting public hospitals into arrears and blocking the payment of compensated medicines.

“Last year we had an imbalance of 11 billion lei, which basically meant, in September of last year, that all the almost 274 public hospitals were in arrears, that is, they could close their doors. I’m not talking about medicines, for which we had an infringement procedure and we had very long delays, because the pharmacies were on the verge of closing from the perspective of compensated prescriptions. It was an absolutely dramatic situation”said Moldovan, explaining that pharmacies were on the verge of closing due to delays in settlements.

Horațiu Moldovan specified that, following some decisions, the ratio between payers and beneficiaries has balanced:

“This imbalance between payer and beneficiary has counter-balanced. Last year, we had seven million payers and almost 20 million beneficiaries. We are even more than 11 million payers and we have 7-8 million beneficiaries who do not pay. There are children, there are pensioners with pensions over 3,000 lei, there are disabled people and other vulnerable groups, with the exception of pensioners with pensions under 3,000 lei”.

Free treatments of 1.7 million euros for children with serious illnesses

Moldovan emphasized that Romania fully finances treatments worth 1.7 million euros for children with severe conditions, through the social health insurance system.

“Romania leaves no one behind”, he said, showing that access to modern therapies has increased significantly in recent years.

The president of the institution wanted to specify that the role of CNAS is to protect the interests of the insured, not of the medical service providers, be they public or private.

The statements were made during the Pria Competition conference, organized on Tuesday in Bucharest, an event dedicated to competition themes and public policies in the field of health.
