The government has approved an emergency ordinance that allows the resumption of competitions for teaching positions in state pre-university education, as well as university assistant positions and promotion procedures in the academic environment. The Ministry of Education announces that the measure is essential to ensure the necessary staff in the school and academic year 2026–2027.
“In today’s Government meeting, April 16, the Emergency Ordinance was approved for the amendment of Law No. 141/2025 regarding some fiscal-budgetary measures and taking some measures in the field of education. By approving this project initiated by the Ministry of Education and Research, the legal framework for unlocking competitions for teaching positions of teaching in state pre-university education, assistant professor positions and promotions in higher education institutionsr”, stated the Ministry of Education, on Thursday, in a press release.
The representatives of the Ministry of Education explained that, in pre-university, an important part of the teachers work with fixed-term contracts, either for the duration of a school year, or on an hourly payment regime. The authorities say that, with this decision, they can start the hiring and promotion procedures in good time, so that the new school and university year is not affected by the lack of teaching staff.
“The need to adopt this emergency ordinance is given by the fact that for cemployed teachers for a fixed period of at most one school year or in the hourly payment regime, the individual employment contracts terminate by right until August 31, 2026, respectively on the date of completion of the courses. By adopting this emergency ordinance, the legal framework is created to ensure the necessary human resources in the school and academic year 2026-2027 and, implicitly, for continuity in the national education system”the statement also states.
