The ministry confirms the aspect noticed by a parent who in May reported that the future graduates of the high school are going to support the written test at the 2025 baccalaureate in the maternal language and literature, given that in the high school the teaching is not performed exclusively in the mother tongue.

Following some direct notifications and public discussions, the Ministry of Education and Research carried out, between May 14 and 16, 2025, a control mission at the National College “Samuel von Brukenthal” in Sibiu and to the Sibiu County School Inspectorate, in order to verify the compliance with the specific legislation with the educational units with the forerunner.

Control revealed the following:

  • (1) Both the National College “Samuel von Brukenthal” and the Sibiu County School Inspectorate have taken all legal steps to ensure the teaching of all the study disciplines in German. However, the human resource available at the county level did not allow the full assurance of teaching in the German mother tongue.
  • (2) Also, from the analysis of the classification plans from the National College “Samuel von Brukenthal”, it appears that the discipline of German language and literature was taught in German, by qualified teachers, based on the school programs in force, ensuring the specific competences necessary for the promotion of the EB test within the National Examination”, The representatives of the MEC said, in a press release.

Ministry representatives also recognize that it is necessary “Adaptation of normative acts to the realities that these educational units are facing with teaching in the languages of national minorities“.”The Ministry of Education and Research will monitor and support the educational units in order to provide teaching staff with the necessary mother tongue skills, including by adapting the normative acts to these specific situations. The Ministry of Education and Research will pay attention to the resulting findings and will rigorously implement the new measures in the context of the reform proposals assumed through the Governance Program (starting with the School Year 2025 – 2026), ”, it is mentioned in the statement.

A parent signaled “discrimination towards the students in the bilingual high schools”

At the end of April-early May, the mother of a 12th grade student of the National College “Samuel von Brukenthal” in Sibiu protests in an extreme way-hunger strike-compared to the organization of the test and maternal language-German in the case of students who did not benefit from this language.

In the letter, the student’s mother was talking about “the chaos created by non -compliance of the law in high schools From the point of view of discrimination ”signaling that the level of preparation in German language and literature depends directly on continuous exposure to German within the school.

“The vocabulary, the academic register, the understanding of the text and the ability to analyze are formed over time, through active use in all aspects of school life – including breaks. Unfortunately, this has not happened for many years: students from Brukenthal, for example, speak between them almost exclusively in Romanian.the father reported.

Thus, the Father Point, created a discrepancy between the students in the bilingual high schools, the high schools in German in which the legislation and students like those in the “Brukenthal” College, who do not have the chance to study exclusively in the mother tongue.

The parents would have reported, since November last year, including the National Council for Combating Discrimination, but without having obtained concrete solutions.
