The government maintained, in 2025, the rates settled by the National Health Insurance House (CNAS) for medical services in family medicine and the specialized ambulatory, at the level of last year.

“For the year 2025, the guaranteed values of the points “per capita” and on medical service (…) are kept at the level valid in the fourth quarter of 2024“, provides for the Government Decision.
Specifically, this means that, in the primary medical assistance, the value of the point per capita is maintained for 12 lei, and the value of the point per service for 8 lei.
In the specialized ambulatory assistance for clinical specialties, the settlement value of the medical service is maintained at 5 lei (level in force from October, when it was increased from 4.5 lei).
The College of Physicians of Romania (CMR) criticized the measure in October 2024, in the context in which it was not negotiated with them, regarding the extension of the contracts for the first quarter of 2025 on all fields of medical assistance.
The patronage of specialist doctors with independent practice also criticized the decision of the Government, in a statement sent on Friday.
The employer requested the increase of the value of the point per medical service in the ambulatory medicine from 5 lei to 8 lei.
“The allocation is now, however, 4.12 million lei compared to 3.7 million lei for 2024, that is, an increase of only 10.81%, which strictly covers the organic increase given by the increase in the number of services by entering the new providers.“, the employer said.
