Dozens of employees from the General Directorate of Social Assistance and Child Protection (DGASPC) Sector 1 protest on Thursday, July 3, in front of the Ministry of Labor. “The employees in the social assistance cannot be upset by the measures legalized by GEO no. 36 of June 30, 2025!
The Roua Union firmly supports the spontaneous protest triggered today among the social assistance employees, in a sign of revolt against the emergency ordinance adopted by the Government, which unjustifiably limits the increase for heavy, harmful or dangerous working conditions to the amount of 300 lei gross/month, despite the expert bulletins, as well and the actual conditions in which the staff in the child protection system operates“, The Roua union transmits in a statement.
The union warns that the measure “It directly affects the dignity, health, safety in work and safety of those who ensure the daily functioning of children and old men’s homes ”.
“Through this measure, a very high level of frustration will be created among the employees, who currently have an extremely low level of pay compared to the responsibilities at the workplace.
The continuous demotivation of the employees will lead to the decrease of the quality of the social services. The diminution of the wage income, the additional tasks drawn due to the lack of staff are factors that will inevitably lead to incidents ”, the union transmits.
Through this protest, the union states, the employees convey that they can no longer accept “The lack of authorities to apply an attitude responsible for the social assistance area ”.
“Through today’s protest, the people in social assistance transmit:
* We can no longer accept the lack of authorities to apply an attitude responsible for the social assistance area.
* We categorically refuse to tolerate the inequitable treatment and the contempt of the authorities towards the real working conditions, towards the level of pay;
* Introduction of measures that maintain specialists in the system and offer them training opportunities;
* Consulting important actors from social assistance in applying or identifying a strategy of dismantling social assistance
* To the extent that we are not listened to and solved the problems reported, we inform you that you risk leaving, without care and supervision services, dozens of children, old people and people with disabilities! ”, specifies the union.
What employees do
The union transmits that the employees request the immediate repeal of the provision of GEO no. 36 of June 30, 2025 regarding the limitation of the increase for harmful conditions, regarding the occupational family “Health and social assistance”.
“We urgently request:
1. Immediate repeal of the provision of GEO no. 36 of June 30, 2025 regarding the limitation of the increase for harmful conditions, regarding the occupational family “Sanatate and social assistance”;
2. We request the Ministry of Labor, Family, Youth and Social Solidarity, to request and urgently initiate concrete steps to improve working conditions in social assistance centers – all the more necessary in the context of diminishing the income by cutting the increases;
3. We ask the reopening of the real social dialogue with the trade union organizations, not formal simulations, when adopted normative acts that directly affect thousands of employees in the social protection system ”, The Roua Union in the statement states.
Last but not least, the organization informs that “In the absence of a prompt and reasonable response from the Government, the employees of the social assistance will adopt the measure of the refusal to enter the workplace (dozens of children, the elderly and people with disabilities will remain unattended) ”.
