Prime Minister Ilie Bolojan spoke on Thursday, in the News Pass show Moderate by Laura Chiriac on B1 TV, about the dissatisfaction expressed by several local elected officials, who demanded the lack of funds for the payment of salaries and covering the current expenses, as well as the issues related to the heating of the educational units. The head of the government explained the causes that led to this situation.

Prime Minister Ilie Bolojan said that the statements of mayors claim that they have no money for salaries, that they cannot cover the expenses or that it is cold in schools represent exaggerations and do not reflect reality.

He explained that such situations are part of a “technique” used by many local authorities to create an apparent need for resources. Some mayors do not budget all their expenses by the end of the year, such as salaries for November and December, to put pressure on the government to come up with borrowed money.

Bolojan stressed that there is no reason why the legislative change will create blockages in the central or local administration. This measure is applied annually, and next week adjustments will be made to eliminate the bureaucratic constraints related to repairs and normal operation, but keeping the limitations needed for this period.

“There is no reason, at the moment, in order to have blockages in the central or local administration in this change. This change has been made every year. It is true that now the Ministry of Finance has proposed a measure that only applies to the central administration and has been extended for the local administration, which creates a bureaucratic formula, which you want to do. Bureaucratizes things and, given that for the local administration it would indeed create a certain bureaucratic constraint, next week the necessary changes will be made in such a way that, keeping the limitations that we must put into practice during this period, to eliminate these small constraints or normal functioning ”, said the prime minister.

The prime minister also explained that, for the credibility of the country, the budget estimates must be respected.

“In order to make an image, we have committed to a budget deficit, which is quite close and it would be good for our country as we announce some figures, they are respected in such a way that, at the end of the year, so in a few months, we find that this estimate is as close to reality. Expenses from the local administration, at the level of the average monthly expenses, during the first nine months of the year, we have a wave of expenses in November and December.says Bolojan.

The prime minister said that the expense ceilings were established taking into account the average monthly expenses plus 10%, including a margin for inflation. He believes that the recent statements of the mayors are exaggerated and are part of a strategy to create a need for additional resources.

“These provisions come to put these ceilings and, therefore, a ceiling has been set which means to comply with average expenses, plus 10%, which means that the inflation part that could influence these expenses have been taken into account.
