Party financiers who have contributed money, either through contributions, loans or even donations, include both party members with positions and representatives of large companies.
Party revenues are supplemented each year by loans, contributions and donations from party members and legal entities.
PSD, money from financiers of sports clubs
Paul Brebenel is one of those who loaned PSD in 2024 660,000 lei, according to the banipartide.ro portal. He is the main shareholder of Euro Building SRL, one of the leading companies of the contracts with the Brǎila city hall, notes obiectivbv.ro in an older article.
The party also borrowed 660,000 from Larisa Blănari, a former PSD deputy who also ran for the European Parliament elections in 2024. She was general director of the Suceava County Health Insurance House and president of the Social Democratic Women’s Organization until April 2025, when she resigned from the party. Later, in September 2025, she was appointed interim manager of the County Clinical Hospital “Sfântul Ioan cel Nou” Suceava. According to G4Media, she would be the wedding godmother of the head of the CJ Suceava Gheorghe Șoldan.
The former masseur of CS Balotești, Ekir Mark Bashir, who donated 650,000 lei to PSD, is also on the list. According to the data published in the Official Gazette, in 2024, PSD obtained almost 24 million lei from party members’ contributions, 684,000 lei from donations from individuals, and 3.1 million lei from companies. Gigi Becali, FCSB patron and AUR member at that time, offered a loan through his club in the amount of 1.5 million lei. The list is completed by Gheorghe Nețoiu, who ran as an independent last year in the partial elections for Bucharest City Hall and who donated 1 million lei last year, through Dimineața la Cetate SRL. He also financed FC Voluntari, later stating that it remains under the care of the mayor’s office led by Florentin Pandele, the husband of PSD MEP Gabriela Firea.
PNL, funded by party members
In the case of PNL, donations predominate. The largest amount, 2,475,000, came from Epure Alexandru Ciprian, member of the board of directors of the Society for Maintenance Services of the Electric Transport Network SC “Smart” – SA, 2,450,000 lei were donated by Muraru Iulian Alexandru, president of PNL Iași, and 2,239,230 lei came from MEP Rareș Bogdan. They are followed by Mara Mareș, who donated 1,782,000 lei.
Sebastian Burduja, president of PNL Bucharest and former Minister of Energy, donated 846,980 lei to the party, and Mircea Abrudean, head of the Senate, donated 198,000 lei. He also had a contribution in the amount of 52,400 lei. Florin Claudiu Roman, current deputy and former minister, donated 190,000 lei to the party.
The only loan came from Ciurea Nicolae Florin, in the amount of 450,000 lei, and the largest amount from legal entities came from Stargate Crewing Agency, whose sole associate at that time was Ionuț Rusu, former vice mayor of Constanța (PNL). However, he resigned under the pressure of mayor Vergil Chițac (PNL).
USR, with money borrowed from millionaires
In the case of the USR, Monica Berescu stands out, now in her second term as deputy and who lent the party 605,000 lei. Her husband offered a loan of 650,000 lei, these being the largest amounts in the list of loans. The Berescu family is a millionaire in euros, according to the deputy’s wealth declaration.
And USR has financiers representing sports clubs. Andries Ovidiu-Ioan, shareholder in Dinamo, who lent the party 659,000 lei, is also on the list of loans granted to USR. However, USR had no income from legal entities.
The founder of Bitdefender, Florin Talpeș, donated 495,500 lei to the party, this being the largest donation. He also offered a loan of 610.00 lei. There is only one contribution on the list, in the amount of 33,070 lei, from Vlad Botoș, former USR MEP.
GOLD, funded by party members’ money
At AUR, the largest amounts were 650,000 lei, loans from deputy Laura Gherasim, MEP Șerban Dimitrie Sturdza and senator Nicolae Vlahu.
AUR received a loan of 500,000 lei from George Becali’s FCSB Club, the smallest amount on the list. More money came from Phoenix Sam SRL, which granted a loan of 1,600,000 lei to the party, and the head of the company, Mircea Ionuț Sandu, was elected on December 1, 2024 senator of AUR de Gorj, Jurnalul.ro notes.
Last year, the parties received a total of 232,026,252 lei from the state, the last month’s subsidies amounting to 19,987,993 lei, according to the cumulative amounts from the latest reports published on AEP.
