The Ministry of Education responds to teachers who complain that they have taken less money: “It is not a decrease in wages”

The Ministry of Education and Research sent the trade union federations an official response regarding the recalculation of some increases, specifying that it is not about reducing salaries, but a calculation according to the legislation, which eliminates the “increase to increase”.

Earlier this month, President SIPA Muntenia, Adrian Voica, reported that certain categories of teachers observed the diminution of the neuropsychic overload increase.

“The payroll application has been updated last week, and the increase of neuropsychic overload appears smaller. It is visible to those who have leadership or gradation of merit, as well as for colleagues in special education,” said the trade union leader Adrian Voica, who asked the ministry to clarify this situation.

In this context, on Tuesday, October 14, the Ministry of Education issued a statement announcing that the neuropsychic overload increase was legally recalculated, after a control of the Court of Accounts, which found that it was not correctly quantified.

“It is not a decrease in wages, but about a unitary calculation of the neuropsychic overload increase, following the checks and findings of the Court of Accounts of Romania from 2025”, The ministry states, explaining that the increase, according to the Framework Law no. 153/2017 regarding the remuneration of the personnel paid from public funds, is calculated at the basic salary.

“For the teaching teaching staff, as well as for the management teaching staff provided in point 1 no. Crt. 1, 2, 4 – 6 and for the management, guidance and control personnel provided in point 2 of the annex no.

The ministry explains that by successive ordinances of the Government, starting in 2019, the bonuses have remained calculated at the level of the basic wages of December 2018, but the Court of Accounts found that in some cases, teachers with gradation of merit, leadership or special education received the increase “La increase”, which did not comply with the law.

Through the Government ordinances regarding fiscal-budgetary measures in the field of public expenditures, in order to substantiate the annually consolidated budget, starting with 2019, successively, the bonuses have remained calculated at the basic salaries of December 2018.

The Court of Accounts of Romania found that, for those who benefited from the gradation of merit/management/special education, as the case may be, the increase of neuropsychic overload was not calculated according to the law – at the basic salary, but also included the gradation of merit/leadership/special education, as the case may be, which involved a grant to the “increase”.

Thus, from the entry into force of the Framework Law no. 153/2017, teaching staff with the same classification had different values ​​of this increase, the higher amount having the personnel who had payment and gradation of merit/management/special education, as the case may be.

Currently, following these checks carried out by the Court of Accounts of Romania, the increase is calculated at the basic salary established according to the Framework Law no. 153/2017, with the subsequent modifications and completions, starting with September 2025, resulting in the same amount of the neuropsychic overload increase for all employees who have the same didactic degree, seniority in education/work, studies, as is legal.
