Many of the teachers who challenged the grade they received at the final exam in education won their case, the pass rate increasing, after the appeals, by more than 5 percentage points.
According to data published by the Ministry of Education and Research, the pass rate for the final exam in pre-university education reached 76.68%, from 70.94%. The result is better than in 2025, when the pass rate did not reach 70% (it was 69.24%).

More than 500 candidates passed after appeals
More than 2,000 candidates, i.e. more than one candidate in five, contested the initial mark, following the resolution of the appeals another 513 candidates declared “Rejected” initially managed to pass.
The results are to be validated by ministerial order, between July 30 and August 18.
The final exam in education is the first professional exam in a teacher’s career. His promotion transforms a novice teacher into a teacher with the right to practice in state education units.
Obtaining the final certificate is also a mandatory stage to be able to become a full-fledged full-time teacher (a teacher can obtain a grade above 7.00 in the Tenure and, based on this, a viable position, but he has the obligation to pass the full-time finalization exam within a certain period in order to be full-fledged full-time professor).
Only candidates with an internship of at least one year have the right to register for the Definitivat exam. The grade on the basis of which a candidate is declared passed must be at least 8.
The highest promotion rate – in Galati, the lowest – in Tulcea
According to the data published by the MEC, the highest pass rate at Definitivat 2026 (candidates with grades of at least 8.00) is recorded in Galati – 86.1%. The second best result per county is in Cluj – 83.5%, followed by Bihor – 83.1%, Botoșani – 82.8% and Dolj – 82.6%.
At the opposite pole, with a difference of over 24 percentage points compared to the county with the best result, is Tulcea – with a 59.1% pass rate. In Giurgiu, 64.1% of the candidates managed to pass, in Mehedinți – 66.3%, in Călăraşi – 67.7%, in Covasna – 68.3%, etc.
“Of the 9,269 candidates present, 318 candidates (3.43%) withdrew, 3 candidates were eliminated for attempted fraud, and the papers of 9 candidates were canceled in the assessment centers for non-compliance with the methodological provisions in terms of writing (distinctive signs).
Thus, out of the total of 8,939 candidates with grades in the written test, 8,009 candidates were in the range of grades 5 – 9.49 (after resolving appeals). Of these, 417 candidates received marks between 9.50 and 9.99. 47 candidates completed the written test with the maximum mark. The works of 466 candidates were evaluated with marks below 5.
