The proposal of USR and PNL prime minister is Ilie Bolojan, a desired variant by Nicușor Dan and agreed by the UDMR. The discussions for the formation of the executive future, which also involve the undecided party – PSD – keep several scenarios on the table, such as the variant of a technocrat prime minister or even repeat the government rotary.

Negotiations between PSD, PNL, USR, UDMR and minorities for the formation of a majority government in Parliament have not reached a denouement, in the context in which the Social Democrats are indecisive.
In order for PSD to enter the government, several variants remain for the position of prime minister. While the version of the PSD-PNL rotary is already put into practice by the old coalition, the one with a technocrat prime minister is not agreed by President Nicușor Dan, who claims that he would not have authority before the politicians.
Repetition of rotary, PNL offer
Asked about a new possible rotating prime minister, the first vice-president of PNL Ciprian Ciucu stated, according to Antena 3 CNN, that those times went. However, according to the information “Adevărul”, the version of the rotary comes from the PNL, who claims that he would give up the claim of the Government leadership in an attempt to provide social-democrats to enter the government.
The USR proposal remains certain: Ilie Bolojan Premier and the Government Party. Nor does the UDMR go aside from the government. If this will be the solution of President Dan, then this will be supported by us ”, It is the opinion expressed since the beginning of Kelemen Hunor’s discussions regarding the imposition of Ilie Bolojan as prime minister.
In the UDMR, none of the two scenarios is discussed to convince the PSD: the rotary and the technocrat prime minister. “I do not think we should have such situations. We do not believe that the rotary would be a solution. It should be someone who politically assumes the responsibility for such a situation. I opt for a political prime minister, than for a technocrat prime minister.”explains Csoma Botond, a spokesman of the UDMR, for “Adevărul”.
Technocrat, favorable PSD
The variant of the prime minister the technocrat is approved only by social-democrats, who, with a liberal prime minister, would face problems in the party. The other actors involved in negotiations do not see this option with good eyes. “It is best to have a government who wants to work 3 and a half years and a political prime minister (…) For the moment there are discussions, I do not exclude anything, but I do not think it is the right option, because a technocrat has no authority”, Consider the President of Romania.
“A technocrat or prime minister government is not an option and we should avoid such a government solution led by a technocrat prime minister, because, yes, there is this solution, there is this option, but from a political point of view, I think it would be a clogged street, because if it does not have a political support, then it will fail.”, The head of the UDMR believes.
The proposal of a technocrat may be a PSD attempt to have control over the future prime minister if he does not want to take responsibility and stays outside the Executive. “That is, to throw everything on account of a technocratic prime minister, who would not belong to them. So if they do not want to take responsibility for the government, they could also resort to this solution, but it would not be a viable solution. explains political analyst Ion M. Ioniță, editor-in-chief of Historia.
The political scientist George Jiglău points out that the PSD would also be advantageous by the rotary version. “Who now has the courage to assume the government in terms of the position of prime minister, also has to win and lose potential. Just who is waiting for his turn later, has to win and lose. (…) You might be able to to benefit them harder to leave Ilie Bolojan and on PNL, let’s say, be the first violin at this time and the erosion to bypass them somewhat, without entering the opposition, without seeming to run from responsibility”.
“If he is a technocrat prime minister, I think it would be a solution by which, in fact, there is a lot of power, including executive, even if so, in a more symbolic register, to Nicușor Dan. It would be a technocrat that is actually there to follow the line expressed by Nicușor Dan, in the context of the victory, and the person now. which he must convince them to follow his leadership. George Jiglău also shows.
The Future Executive, in mid -June
Nicușor Dan announced that in the middle of June we could have a future executive. In fact, the time of the interim prime minister is limited to 45 days, so that until June 20, the new government should be installed. Meanwhile, with all the management variants on the table, negotiations for ministries have also begun.
According to the information “Adevărul”, the PSD requirements for participating in government and assigning the prime minister are a position of deputy prime minister and the presidency of the Chamber of Deputies, two positions they currently have. To these are added the head of the Secret Foreign Service and a position at the CCR to give up the position of prime minister.
More ministers will definitely go home, but some of them could only change the place. It is the situation of Deputy Prime Minister Marian Neacșu, who could reach the transports, the portfolio held by the PSD that Sorin Grindeanu would give up. The interim chief would opt for the presidency of the Chamber of Deputies, and another variant is the passage of the current head of the Chamber, Ciprian Şeban, in the management of the ministry.
The PSD also laid eyes on the Ministry of Development, the portfolio it wants to keep UDMR, which also has finances. On the other side the Liberals want to take the Ministry of Defense from the PNL, and the transports are also in the USR viewfinder, which also target the justice and the external.
