The Ilfov County Council confirmed that it has made available to the European Public Prosecutor’s Office (EPPO) all the documents requested in the framework of the public procurement investigation related to a project financed by the PNRR for the prevention of infections in the County Hospital.
“If the investigation establishes that some officials violated their duties in the conduct of this procurement, they will bear the rigors of the law. Compliance with the law and transparency in the use of European funds are basic conditions of our activity“CJ Ilfov transmitted.
The institution states that it will continue to cooperate with European prosecutors.
“We show our full openness and availability to further support the work of the European Public Prosecutor’s Office in this case”, CJ Ilfov’s message states.
Suspicions regarding a fraud of approximately 4 million euros
The County Council’s reaction comes after the European Public Prosecutor’s Office announced that prosecutors carried out seven searches on Tuesday in a file on suspicions of fraud in public procurement and abuse of service, in connection with a project financed by PNRR, worth approximately 4 million euros.
The searches targeted a hospital and a county council in the Muntenia region, as well as the headquarters of some commercial companies and the homes of some suspects. Investigators pursued the collection of physical and electronic evidence.
The investigated project provided for the purchase of medical equipment and materials intended to reduce the risk of infections associated with the medical act.
Almost 70 price offers are allegedly inauthentic
According to the EPPO, there are suspicions that the project budget was artificially increased by manipulating the estimated value of the medical equipment.
“According to the investigation, there are reasonable grounds to believe that the project budget was artificially inflated by manipulating the estimated value of the equipment. Specifically, it was determined that a significant number of price quotes – almost 70 – used to base the project budget were not genuine“, the European Public Prosecutor’s Office sent.
The file was initially referred to the National Anti-Corruption Directorate (DNA), and later the European Anti-Fraud Office (OLAF) sent a report on suspected fraud and provided operational support in the investigation.
The support structure of the EPPO in Romania, the Directorate of Special Operations of the Romanian Police, economic crime investigation services and the Special Intervention Brigade of the Romanian Gendarmerie also participated in the searches.
The European Public Prosecutor’s Office specifies that all the persons concerned benefit from the presumption of innocence until a final judgment is rendered.
