The draft government decision provides that doctoral graduates will receive diplomas with a QR code from 2025. The normative act establishes that the other graduation diplomas that will have a QR code as a distinctive element will be issued to students enrolled in the first year of studies, starting from university 2024-2025. This would mean that, at the earliest, they could have a diploma in the new format, with a QR code, from 2028 (after the 3-year undergraduate cycle, for example).
Which diplomas will have a QR code
Short-cycle graduation diploma – short-term university studies Bachelor’s degree first cycle – undergraduate university studies
First cycle engineer diploma – university undergraduate studies
Diploma in urban planning, first cycle – undergraduate university studies
Architect diploma cycle I and cycle II of university studies offered combined
Bachelor’s degree and master’s degree, cycle I and cycle II of university studies offered together
Master’s degree, cycle II – university master’s studies
Third cycle doctor’s diploma – doctoral university studies
Certificate of completion of the preparatory course for learning the Romanian language
Certificate attesting to the completion of a training program based on advanced university studies and the individual scientific research program

The QR code will contain a unique identifier specific to each study document that will be issued to graduates. By scanning the QR code, a database will be accessed that will show the entire academic course of the diploma holder.
Also, the supplement to the diploma in the Europass format that will be issued to graduates enrolled in the first year of studies, starting with the academic year 2024-2025, will be drawn up bilingually, in Romanian and in English.
