Payments for projects in the territory have increased like Făt-Frumos

The government, through the Ministry of Development, made payments of around 2.6 billion lei for projects in the territory of local administrations, in the first two months of 2024, the election year, an amount similar to the total amount transferred in 2023 for the “Angel” Investment Program Saligny”.

The bulk of the amount, i.e. approximately 2 billion lei, was for projects from the “Anghel Saligny” Program, which finance the rehabilitation and modernization of road infrastructure, the construction or restoration of bridges, the establishment or modernization of drinking water supply systems, sewage and treatment plants, as well as the establishment and development of natural gas distribution systems. The largest payment of 2024 was the one announced on February 5, worth 956.7 million lei, through which the money will reach no less than 590 investment objectives.

And the total value of signed contracts for financing increased. In the first two months, according to the six announcements regarding the signing of contracts, their value reaches 4.12 billion lei. “It's like a pilgrimage to Mecca with Stoica at the office”, claim political sources for “Adevărul”, referring to the Secretary of State Marcel Stoica, who is responsible for the “Anghel Saligny” Program. Stoica was installed in office together with the Ciucă Government, being supported by PSD Buzău, the organization of which the current Prime Minister Marcel Ciolacu is also a member. Of course, an important role is also played by the liberal minister Adrian Veștea, especially since he comes from the local administration (former head of the CJ) and knows how things work.

Continuation of payments to PNDL

Money was also given through PNDL (that is, the correspondent of the “Anghel Saligny” Program from the past, but to which settlements are still made). On January 17, work execution invoices worth 650 million lei were settled.

13 billion lei is the budget for the entire year 2024 of the Ministry of Development, higher by 59% compared to 2023. According to “Adevărul” information, in both formations of the Coalition there will be meetings with the leaders from the territory to clearly state what the emergencies are them, given that there are still three and a half months until the elections, in the announced version of the merging of local and European parliaments. Practically, in two and a half months, almost all the mayors and heads of CJ will be in the electoral campaign, to ask for new mandates and they must show what exactly they are working on in their localities. And PSD and PNL together have over 85% of mayors and presidents of CJ in Romania.

Money and for registration

The National Real Estate Cadastre and Publicity Agency (ANCPI), a public institution subordinated to the Ministry of Development, also allocated 305.8 million lei for property cadastre, with no less than 2,003 administrative-territorial units interested in this money.
