From noble mansions to state-of-the-art schools: Projects that change the future of students in Bucharest

In a quiet neighborhood of the Capital, a building erected in the 1930s, once a manor house, finds its purpose today. Kindergarten 269 in Bucharest, witness of several generations, is being consolidated and restored to meet current standards of safety and efficiency, without losing its historical identity. In parallel, just a few kilometers away, a school is being demolished and rebuilt from scratch to provide students with modern learning conditions.

These two images – one of the recovered past, the other of the built future – define one of the most intense periods of investment in educational and sports infrastructure in recent years. At the national level, hundreds of projects are underway, many of them being carried out by Concelex, one of the largest builders in Romania.

A kindergarten from the 1930s, brought back to life

Kindergarten 269 is more than just an educational unit. Built in the 1930s, in a former manor house, the building is part of Bucharest’s urban memory. The recent interventions aimed at structural consolidation, the restoration of valuable elements and the integration of modern solutions, so that the space offers safety and comfort to children and teaching staff.

The modernization process assumed a balance between heritage conservation and adaptation to current requirements, in a context where safety, energy efficiency and functionality standards are increasingly high. Such projects show that investment in education is not just about new buildings, but also about respect for history and community.

Reconstruction of the “Voievod Neagoe Basarab” School: a new beginning for 600 students

Another relevant project for the capital’s educational infrastructure is the reconstruction of the “Voievod Neagoe Basarab” School. The old building was demolished in 2024, and in the same year work began on the new educational unit.

The new construction will include 22 classrooms, a dental laboratory, a medical laboratory and a gym located on the top level. The capacity of the unit will be approximately 600 students, which will allow courses to be held in modern conditions adapted to current needs.

“At the moment, we are at a very advanced stage. We have the ceramic veneers ready, completed”, declares Vali Ciută, Director of the Buildings & Energy Division, Concelex.

Beyond numbers and technical specifications, representatives involved in the project emphasize the human dimension of the investment. “We are not talking about some simple constructions. We live with the responsibility every day for the future of the little ones, who will develop in them”, adds Vali Ciută.

Modern stadiums and sports infrastructure at European standards

The modernization of the city does not stop at schools and kindergartens. In recent years, Bucharest has benefited from major investments in sports infrastructure. Steaua Stadium has a constructed area of over 78,000 square meters and a capacity of 32,000 seats, becoming one of the most important arenas in the country.

For its part, the Rapid Stadium meets the UEFA category 4 criteria, the highest quality standard required to host matches from the upper stages of major competitions, including Europa League finals or Champions League groups. The construction includes accommodation spaces for athletes, catering areas, administrative spaces and 184 parking spaces.

These investments strengthen the sports infrastructure of the Capital and create premises for the organization of international competitions at European standards, while also contributing to the urban and economic development of the city.

University campuses and investments of over 238 million lei in the West of the country

Investments in educational infrastructure are not limited to Bucharest. In Timișoara, Concelex is building a new complex of student dormitories, a project financed by government funds, following an investment of approximately 150 million lei.

The complex will have a total area of approximately 30,000 square meters and will include 451 rooms intended for students, being designed with an emphasis on modern equipment and energy efficiency.

“These dormitories are equipped with furniture, television and microwave oven in each room; there are laundries to serve all the students who will be staying here, and the energy consumption is very low, tends to zero”, explains Mihai Isar, West Zone Director, Concelex.

Two other university dormitories are under development in the Giroda commune, with 324 places to stay. The projects include reading rooms, multifunctional spaces for sports and recreational activities, outdoor terraces, car and bicycle parking. The cumulative value of the investments amounts to 88.6 million lei and they are made by the Government of Romania through PNRR financing.

Educational infrastructure, an investment in the future of communities

The current wave of investment in schools, kindergartens, university campuses and sports arenas reflects a strategic direction: the strengthening of human capital and the long-term development of local communities. The modernization of the educational and sports infrastructure does not mean only new buildings, but the creation of safe, energy-efficient spaces adapted to contemporary requirements.

Through the scale and diversity of the projects managed, Concelex strengthens its position in the area of large-scale public constructions, in a context where infrastructure investments are becoming an important engine of the economy. Beyond statistics and budgets, the stake remains the same: better conditions for pupils, students and entire communities, in a Romania that is building its future step by step.
