The Minister of Defense, Angel Tîlvar, claims that the pensions in the Army are not “huge”, the highest reaching 38,998 lei, while the average pension of a rank-and-file soldier is only 3,258 lei.

“At the beginning of 2024 there was an indexation of 13.8%, it was preceded by an indexation of 5.1%. Average service pensions, for enlisted soldiers – 3,258, non-commissioned officers – 4,000, officers – 6,441, general – 12,873. I want to dispel a myth, that pensions in the Army are huge. Indeed, we have 10 pensions that are between 43,123 and 56,160 lei. They belong to military magistrates. The biggest pension military is 38,998 lei for generals,” explained Angel Tîlvar, at Antena 3 CNN.
The minister insisted that while there are some pensions that exceed large sums, the majority of Army retirees receive significantly lower sums, which in fact reflect their salaries and rank within the institution. Also, Tîlvar specified that these pensions are not an indicator of a disproportion compared to other sectors of the public budget, as it is a system regulated by precise rules.
Referring to the structure of the Ministry of National Defense, Tîlvar stated that the institution functions as a “miniature Romania”, having not only active military personnel, but also civilian personnel, orphans, wounded in the theaters of operations, war widows and veterans, beneficiaries of a diversified aid system.
“Apart from pensions, we have allowances through which we help those who have low pensions in terms of electricity compensation, we settle part of the expenses for treatment and for recovery, also because MApN is a miniature Romania, we meet active military, but we also meet civilian personnel, they are ours and orphans and those wounded in theaters of operations and war widows and war veterans. In MApN we have hospitals, polyclinics, the cult of heroes, artistic ensembles, sports, educational institutions, it is a miniature Romania,” said the Minister of Defense.
Tîlvar also mentioned the current legislative context, referring to the bill on balances, which is to be discussed by the Constitutional Court after February 4. “Regarding the degree balances, MApN did not oppose in the Parliament the bill concerning the balances. We are waiting for the Constitutional Court to return after February 4, and then we will see what methods we can find to accomplish something that we also want,he explained.
