The Senate adopted, on Tuesday, June 10, a legislative proposal that obliges the National Gambling Office (ONJN) to introduce on the official website a self-exclusion button for players who want to limit their access to gambling. The USR initiative also aims to create a national register of self -exploited persons, accessible to operators, in order to prevent addiction.

The proposal initiated by the USR, received 118 votes “for” and eight against. The legislative proposal is to enter into the debate the Chamber of Deputies, the decision -making legislative forum in this case.
According to the legislative proposal, ONJN is obliged to have on the site a self -exclusion button at the top of its web page https://onjn.gov.ro/, and to be displayed in real time the number of self -exclusion requests and the number of processed requests.
One of the amendments stipulates the introduction of a register regarding self -excluding persons, of monitoring and control instruments of the operators in order to comply with the legal obligations, of a Green Tel type communication line, as well as other tools in order to combat and prevent the gambling addiction.
ONJN has the obligation to include applicants in this register.
Also, the gambling organizers are obliged to prohibit the access of the self -constalls who are identified when the register regarding the self -excluding persons, the register created, managed and updated by the ONJN.

Players are entitled to return the amounts played during self -exclusion
According to the draft law, “”The players who prove the fulfillment of the self -exclusion formalities are entitled to return, within 48 hours, the amounts played during the self -exclusion, based on an application submitted to the operator, in any of the work points or online. “
Also, natural persons may request the ONJN self -construction in order to prohibit participation in gambling for a fixed or indefinite period.
Self -exclusion over a fixed period can be ordered For 12 months, 24 months or 36 months.
“Participation in the gambling of the natural persons who have been self-expanded for a fixed period can be allowed only after the period chosen by the request for self-exclusion.
Persons self -excluded for an indefinite period may formulate the dealer’s request from the register of self -expended persons only after a period of at least 12 months from the date of registration”, I provide for the amendments to complete the legislative text.
The gambling organizer must inform the player about the option of counseling and treatment
Another amendment stipulates that the ONJN or the gambling organizer will inform the player, when requesting self-exclusion, about the option of counseling and treatment of the pathological dependence of gambling in a specialized institution.
“A person is declared undesirable by the gambling operator against whom the person has violated the game regulations or the internal order regulation. The declaration of a person to be undesirable produces effects only between the game organizer who declared undesirable and the person.
The persons declared undesirable will be included in the registers held by each gambling operator, registers who can be requested by the ONJN control bodies “also provides for a new article of the law adopted on Tuesday by the Senate.
