The conditions for obtaining the certificate of maternal assistant and the granting of emergency aid, on the agenda of the government meeting on Thursday

In Thursday’s meeting, the Government will approve, by ordinance, the conditions for obtaining the certificate, the procedure for the certification and the status of the maternal assistant. On the agenda is also a draft decision regarding the granting of emergency aid.

“The main objective of the draft normative act is to ensure greater coherence and transparency the status of the maternal assistant, as well as the process of selection, evaluation and attestation of one of the most important professional categories, which works in the field of child protection temporarily or permanently separated from its parents, respectively the maternal assistant. The expected changes will ensure the necessary legal framework on the basis of which the General Directorates of Social Assistance and Child Protection will be able to carry out the selection, evaluation and attestation of persons who wish to become maternal assistants”it is stated in the substantiation note of the project, according to Agerpres.

Regulation of measures for the management of European funds

Also on Thursday, a draft ordinance is to be approved regarding the regulation of some measures for the management of European funds allocated to Romania through the Recovery and Resilience Mechanism, including regulations necessary to meet the benchmarks and targets within the National Recovery and Resilience Plan of Romania, the quoted source says. .

This normative intervention aims to regulate the possibility of extending public procurement contracts/sectoral contracts/framework agreements that have partially or fully secured the financial sources from the National Recovery and Resilience Plan of Romania, as a result of the extension of the duration of the related financing contracts, in order to implement the investment objectives and the absorption of European funds, the respect of the commitments made by Romania regarding the fulfillment of the targets and milestones of the PNRR, all the more so since the aspects reported by the reform and/or investment coordinators are assimilated to unpredictable events, which could not be identified at the time of launching the procurement procedure“, according to the substantiation note of the project.

The Government will also approve a draft law for the ratification of the Agreement between the Government of Romania and the International Committee of the Red Cross regarding the privileges and immunities of the International Committee of the Red Cross in Romania, signed in Bucharest on March 19, 2024.

Draft decision regarding the granting of emergency aid

In the government meeting on August 1, a draft decision regarding the granting of emergency aid will be approved.

The project proposes the granting of emergency aid in the total amount of 1,604,300 lei to support a total number of 405 families and single persons, from several counties of the country, who are in emergency situations caused by fires, severe weather phenomena, accidents or in special situations determined by the state of health or other causes that can lead to an increase in the risk of social exclusion, in order to improve their socio-material, housing and health situation.

The MAI budget will be supplemented

Through another decision, the MAI budget will be supplemented for the purpose of settlement from the budget of the county emergency inspectorates/Bucharest-Ilfov Emergency Situations Inspectorate of monthly lump sums for families and single beneficiaries of the Implementation Decision (EU) 2022 /382 of the Council of March 4, 2022 establishing the existence of a massive influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC and having the effect of introducing temporary protection, Agerpres says.

“Following the centralization by the General Inspectorate for Emergency Situations of the situations drawn up by the subordinate units based on the requests received from the local public administration authorities, it resulted that for the granting of support measures and humanitarian assistance for people coming from the armed conflict zone from Ukraine, which is on the territory of our country, for the period January – June 2024, funds in the total amount of 68,000 thousand lei are needed“, it is stated in the project’s substantiation note.

And a draft law for the amendment and completion of Law no. 163/2021 regarding the adoption of measures related to IT and communications infrastructures of national interest and the conditions for the implementation of 5G networks will be under the Government’s analysis.

Also on Thursday, the executive will also analyze a draft decision for the approval of the technical-economic indicators related to the investment objective “Bacău-Piatra Neamţ Express Road”, project that would have been developed within Bacău and Neamţ counties.

The Government will approve, through a memorandum, the signing of the Agreement between the Government of Romania and the Government of Hungary to amend the Agreement between the Government of Romania and the Government of the Republic of Hungary regarding collaboration in the field of preventing and combating cross-border crime, signed in Szeged on October 21, 2008.
