The Ministry of Culture, through the Project Management Unit, as the coordinator of reforms and investments and the provider and administrator of the de minimis aid scheme, will contract 47 projects under the call “Supporting cultural initiatives to accelerate the digitization of the production and distribution of films, including cinematographic films”.
The representatives of the ministry conveyed that the budget is 5 million euros (24,841,500 lei), representing the contribution from the PNRR, to which is added approximately 1 million euros (4,750,000 lei), the value related to VAT, from the state budget.
Each project will benefit from a maximum of 100,000 euros and will last for a maximum of six months.

“The call for projects comes in support of Romanian film producers and distributors, aiming to facilitate the increase in the competitiveness of Romanian enterprises in the cinematographic industry, on the national, European and international markets, the modernization of the current way of production, distribution and consumption, but also to increase the capacity to respond to new consumer challenges, to adapt the cultural sector to the demands and opportunities of the digital age”said the Minister of Culture, Raluca Turcan.
According to the ministry, the indicator assumed by PNRR (40 film producers and distributors) was exceeded, the number of beneficiaries being 47 filmmakers. They will develop diverse digital content intended for the public in Romania and beyond: from documentary and animation films, comedy shorts, film trailers, teasers for feature film projects, to digitization of Romanian films.
The National Recovery and Resilience Plan in Romania pursues the general objectives of the Recovery and Resilience Mechanism (RMR), a mechanism created at the level of the European Union (EU) as a temporary financial instrument to support the recovery following the crisis caused by the COVID-19 pandemic. The rules and principles on which the PNRR implementation is based are established in Regulation (EU) 2021/241 of the European Parliament and of the Council of February 12, 2021 establishing the Recovery and Resilience Mechanism 2021-2027, as well as in the Implementation Decision of Council of November 3, 2021 approving the evaluation of the Recovery and Resilience Plan. The PNRR in Romania includes a package of reforms and public investments that must be implemented by 2026. The total financial allocation for Romania is 29.2 billion euros, of which 14.24 billion euros in the form of grants and 14.94 billion euros in the form of loans.
