The parliamentary elections of 2024, where the composition of the Senate and the Chamber of Deputies will be determined, are scheduled for December 1, the very National Day of Romania. Romanian citizens can vote both in the country and abroad.
Voters can vote at the ward where they are warded according to their domicile or residence. As a rule, you will be included on the permanent list based on your domicile, but if you have registered your residence at the town hall, you will be allocated to a ward according to your residential address. This information can be found in the Electoral Register, which can be consulted on the page www.registrulectoral.ro.
Difference between domicile and residence
Domicile is defined by art. 87 of the Civil Code as the place where a person declares his main residence. This address appears on identity documents and is essential for the exercise of civil rights and freedoms.
On the other hand, residence, according to art. 88 of the Civil Code, refers to the place where a person has a secondary home. In order to declare such a home, it is necessary to obtain a floating visa, according to GEO 97/2005. Residence can be established, for example, for students who live in dormitories or for those who rent in other cities.
It is important to note that a person can only have one domicile and one residence at a time, regardless of the number of properties owned. If someone has more than one home, they can choose to establish their domicile or residence in one of them.

The date of the elections, December 1, was established by Government Decision (HG) 755/2024. The Government also issued normative acts (HG 1034/2024, HG 1035/2024, HG 1036/2024) to regulate the calendar of actions and the details necessary for holding the elections.
Thus, voters with domicile in the country and residence abroad, as well as those with domicile abroad, must register in the Electoral Register with the address from abroad to vote at the polling station, the deadline being September 16. During the same period, diplomatic missions and consular offices must communicate to the Permanent Electoral Authority the proposals for the headquarters of the polling stations abroad.
Until October 17, the same categories of voters can register in the Electoral Register with their address from abroad for postal voting, the registration being done online on the votstrainatate.ro website. The registration of Romanians abroad who wish to vote began on April 1.
The election campaign will begin on November 1 and end on November 30 at 7:00 a.m., when the first day of overseas voting begins (local time). The first day of overseas voting will normally end at 21:00 local time, but may be extended until 23:59 if there are voters at the polling station.
December 1 is also the second day of voting abroad and coincides with voting day at home. Voting in the country starts at 07:00 (local time) and usually ends at 21:00, with the possibility of extending until 23:59 depending on the turnout of voters.
In Romania, voting takes place on a single day, which, according to Law 208/2015, must be Sunday. Abroad, voting also takes place on the Saturday immediately preceding the voting date.
Romanian citizens with domicile or residence in Romania who are in the country on the day of the vote can exercise their right to vote at the polling stations organized in Romania, needing one of the following identity documents, valid on the day of the vote:
- identity card
- electronic identity card
- temporary identity card
- identity card
- diplomatic passport
- electronic diplomatic passport
- service passport
- electronic service passport
- military service card, for students from military schools.
Romanian citizens domiciled in Romania, but who are registered in the Electoral Register with their address of residence abroad, can exercise their right to vote at the polling stations organized abroad with one of the following identity documents, valid on the day of the vote, accompanied by an official document issued by the foreign state to certify residence:
- identity card
- electronic identity card
- temporary identity card
- identity card
- diplomatic passport
- electronic diplomatic passport
- service passport
- electronic service passport
- simple passport
- simple electronic passport
- simple temporary passport.
Romanian citizens residing abroad can vote at polling stations organized abroad, needing one of the following identity documents, valid on the day of the vote:
- the simple passport, with the mention of the country of residence
- simple temporary passport, mentioning the country of residence
- the simple electronic passport, with the mention of the country of residence.
