The new legislation categorically prohibits smoking in all enclosed public spaces, including apartment buildings. Thus, smoking in the hallways, in the elevators or in any other common space of the building is strictly prohibited and is punishable by substantial fines.

According to a recent law, people who smoke in the common spaces of the blocks risk being fined 500 lei. In the case of companies, smoking in the premises owned in the block attracts significant financial sanctions, which can reach up to 15,000 lei for the first violation.
Smoking in the block is only allowed in specially arranged areas outside. Smoking is strictly prohibited inside the building, in the hallways, elevators or other common areas. Thus, block tenants must leave the building and use the areas specially arranged for this purpose.
Although the law provides for the possibility of setting up smoking areas outside the block, they must be well demarcated and not affect the neighbors. Unfortunately, many homeowners associations have not yet implemented this measure.
Cooking with the door open to the block can have unexpected consequences. A new law provides substantial fines for those who disturb neighbors with strong food smells. Thus, if a tenant cooks with the door open and smells on the staircase of the block, he risks being fined. This measure applies to both individuals and companies, emphasizing the importance of respecting the peace and comfort of other tenants.
Penalties for pollution are getting tougher. Now, individuals can be fined up to 30,000 lei, and companies up to 80,000 lei. Not only individuals, but also companies that own landfills, incinerators or animal breeders can be fined if their activity produces strong odors and disturbs the community.
