The Minister of Education announced, on Monday, June 16, the institutional transparency of the result as a result of the debates of the framework plans in high school, as well as their final version. “This approach can no longer be postponed,” the minister said.

“I put today, June 16, 2025, in institutional transparency the resulting report as a result of debates Framework plans in high school education, as well as their final version.
QAt the same time, they put in public consultation the project of the Framework Plan for high school education, which will represent the foundation from which it will be departing in the pilot schools. We are waiting for suggestions in this period of consultation at the address [email protected]until June 26, 2025 ”, the minister announced, in a statement posted on the ministry’s website.
“As you know, this approach can no longer be postponed. We have high schools and textbooks out of time, framework plans that do not register in modern curricular logic, and teaching methods have not been significantly enriched with the new technological and didactic evolutions in the field,” added the minister.
Daniel David explained that “It is normal” sto conclude the approach to publish the final variant of the frame plans, “An eventual minister having the opportunity to keep or modify them”.
The final variant of the framework plans integrated the suggestions from the national debate, the minister said.

Three important ideas were exhibited by the Minister of Education and Research:
1- the need to maintain a balance between disciplines to ensure the efficient formation of the eight key skills;
2- No discipline loses anything in the theoretical branch;
3- A variant for piloting is proposed that encourages more decentralization and personalization of education at school level and students, in addition to the standard version.
“It is necessary to maintain a balance between disciplines to ensure the efficient formation of the eight key skills, rationally accentuated according to the chain/profile/specialization. Only through one balance between science And religion, on the one hand, and between disciplines associated with national culture and those associated with training for life, on the other, we will be able to form effectively good specialists (at qualification levels 3 and 4), good citizens and people with good life. For example, I am glad that after many years, the grammar, as well as the history and geography dedicated to the country, explicitly return to the high school curriculum (I have increased the number of hours dedicated to these disciplines against the initial proposals, only provided they focus on the national culture) ”, the minister announced.
Other disciplines, such as those related to the healthy lifestyle, self -knowledge and psychological self -regulation, team sport or arts will be at the choice of students, but compulsory presented in the school offer to students. Another discipline, demanded firmly by the entrepreneurial environment, the entrepreneurial education, is integrated with the mandatory economy discipline and will be included explicit learning units in the counseling and orientation discipline, the minister announced.
The minister insisted on the eight key competences, which are also found in the QX – (1) language/communication (literacy) ratio; (2) multilingual competences; (3) Stem competences (science, technology, engineering and mathematics); (4) digital skills, (5) life skills (personal/social/learning to learn); (6) civic competences; (7) entrepreneurial skills; (8) Competences of expression and cultural sensitivity-mentioning that at the end of high school the graduates must be able to integrate efficiently on the labor market (level 3 qualification after the 11th grade, respectively level 4 after graduating from the high school) and/or continue their studies at post-secondary level and/or university.
“The formation of human resources must be done in the context of efficient assimilation of competences, but also of emphasizing the understanding of the scientific generation of declarative and procedural knowledge and the values included in them -a thing so far considered essential for higher education -, in order to develop their skills and to develop their skills through life. pseudoștiţă/pseudcines ”, noted the minister.
At the level of the theoretical branch, no discipline lost anything, the minister pointed out, but in the case of disciplines part of the hours was decentralized at the decision of the school and/or the students.
Here are some changes to the current framework plans:

- Mathematics, computer science and information and communications technology each have an extra hour, during the high school.
- The other disciplines: they remain with the same number of hours, have extra hours or are decentralized during the high school cycle.
- The disciplines can acquire extra hours from the flexible and/or cdeoș specialized curriculum.
- Real profile, specialization in nature sciences – Specialization profiling:
- Physics remains with the same number of hours, and chemistry and biology each have an extra hour every year, thus reaching the level of physics and mathematics.
- The other disciplines: they remain with the same number of hours, have extra hours or are decentralized and can be supplemented with hours from the flexible and/or cdeoș specialized curriculum, during the high school cycle.
- The disciplines can acquire extra hours from the flexible and/or cdeoș specialized curriculum.
- Humanist profile, Social Science Specialization – Specialization profiling:
- The socio-human discipline, Romanian language and literature and modern language each have two extra hours, during the high school cycle.
- The other disciplines: they remain with the same number of hours, have extra hours or are decentralized during the high school cycle.
- The disciplines can acquire extra hours from the flexible and/or cdeoș specialized curriculum.
- Humanist profile, specialization philology – specialization profiling:
- Romanian language and literature and modern language each each have two more hours, during the high school cycle.
- The other disciplines: they remain with the same number of hours, have extra hours or are decentralized during the high school cycle.
- The disciplines can acquire extra hours from the flexible and/or cdeoș specialized curriculum.
Pilot Framework Plan-Plan Variant with ministry assistance
In addition to the standard version, a Framework Plan-Plan variant was proposed for piloting “It encourages more decentralization and personalization of education at school level level and students, with the specialized assistance from the Ministry to ensure the quality of education in the personalization process and in the final approval of the variant proposed by the school that chooses to pilot”, Minister Daniel David announced.
“The proposed variants for piloting must have as target the profile of the graduate and the baccalaureate exam, the constraints being determined by the obligation to introduce the disciplines in the common trunk of the standard framework plans and the congruence with the chain/profile/specialization where they are implemented. The piloting unit will be presented publicly as such, including on its own site, and will include specific framework plans piloted in the educational contract. The ministry will stimulate the quality of education through the commissions of experts who will provide consultancy in the process of personalizing the framework plan and will approve their final version ”said David in the message transmitted.
What follows after frame plans
After adopting the framework plans, there are three other important stages that must be traveled until the autumn of next year, so that you can start with the new Cadrtu plans in the school year 2026-2027: elaboration of programs, elaboration of textbooks, training of teachers.
- Elaboration of programs. “Here we need relevant and airy contents, according to European models, which will be created by mixed teams of specialists from the pre -university and university environment, to ensure continuity between the two cycles. A percentage of 25% of the hours for each discipline will have to be used for: (1) consolidation of skills; (2) Remedial activities and (3) Expanding the skills acquired in use in daily life. Finally, this approach will be accompanied by evaluation and scoring standards, in order to compare the evaluations between school units and teachers, as well as to substantiate subsequent decisions of educational policies ”
- The new textbooks. “These will be designed in relation to the proposed programs and after European models, combining the classic versions with the digitized ones (including online interactive activities/gaming/artificial intelligence, etc.), depending on the specific discipline and European practices ”
- Teachers training. “The teachers will be invited to training programs, to effectively implement the new curricular model”
