The governing plan proposed by the cabinet led by Ilie Bolojan provides for the consolidation of the Strategic Partnership with the US and an increase in defense expenses and investments of up to 5% of GDP. Externally, the diplomatic career reform is provided, and for defense, the plan provides for the promotion of Romania as a regional hub for maintenance and logistical support and the prioritization of the Readiness 2030 program.
Objectives Foreign Affairs
“A proactive foreign policy is required, capable of anticipating and managing changes in the international environment, capitalizing on opportunities and responding to challenges in a coordinated, coherent and professional way.
Romania must strengthen its role as a security supplier in the Black Sea region and credible partner in the EU, NATO and in relation to the United States, capitalizing on its strategic position in favor of regional stability, economic cooperation and strategic connectivity ”the program made by the Ilie Bolojan government is specified.
Between the priorities of the Ministry of Foreign Affairs, it is emphasized to support the expansion of the European Union and to strengthen the regional role of Romania.
“The Ministry of Foreign Affairs will integrate ICR and Arici for coherent image and promotion policies in the field of external, economic and cultural relations and will propose in the first 100 days the best institutional version for the Department of Romanians Everywhere and the Directorate for the Republic of Moldova. The Ministry of Foreign Affairs coordinates at the Strategic Public and Cultural Diplomacy.”also provides for the government plan.
The program provides for the consolidation of the Strategic Partnership with the US and the consolidation of the State State status of Romania within NATO, as well as the continuation of support for Ukraine.
The development of cooperation with the strategic partners within NATO and the EU is also mentioned, with an emphasis on the relationship with France, Germany, Italy, Poland, and Turkey, as well as the development of the Strategic Partnership with the United Kingdom and North Lrland, the development of strategic partnerships with South Korea and Japan. The plan also mentions the evaluation of the opportunity to develop new strategic partnership and bilateral relations with third states, especially India, the states of the Gulf area, Africa and South America.
The reform of the diplomatic career
Among other things, the diplomatic career, integrated economic diplomats are proposed, with emphasis on accompanying Romanian companies in gaining access to markets and resources, permanent dialogue and involvement in the Diaspora communities, fast and efficient services and supporting the rights of Romanians everywhere, as well as the accession to the OECD.
Among the objectives is the internal organization based on professionalism, efficiency and relevance and it is foreseen to adapt the diplomatic career guide and to introduce continuous and periodic training courses for the Ministry of Foreign Affairs at each stage of the career and before each external mission.
It is also specified that the officials of the officials will be performed, a reduction of excesses at the level of bonuses and incentives but also the repair of vulnerabilities created by poor reward at certain levels.
The period of detachment of the staff will no longer give the possibility of the staff concerned to block the targeted detachment, with the establishment of a maximum number of years and clear periods.
MApN objectives
For the Ministry of Defense are mentioned 8 main objectives:
1.. The gradual increase of defense expenses/investments by up to 5% of GDP according to the evolutions of the security environment and decisions at NATO and EU level – of which 3.5% of GDP for basic defense expenses and 1.5% for related expenses and investments with a wider impact in the field of defense.
2. Continuation of the modernization and adaptation of the Romanian Army in order to develop the operational capacity of the armed forces responding to the risks and challenges of the current security context.
3. capitalization of the status and strengthening the profile of Romania as an active and responsible member state within NATO and the EU.
4. Consolidation of the Strategic Partnership with the United States. Continue cooperation with the US in all the steps that aim to stability and security of Europe, allied defense, but also the facilities located on the territory of Romania, with strategic relevance.
5. Consolidation of the role of security supplier in the extended region of the Black Sea, including from the point of view of maintaining the freedom of navigation and the protection of critical infrastructure.
6. Increasing the contribution to the development of the defense industry, in accordance with NATO and EU context requirements and capitalizing on opportunities created by international financial instruments.
7. Consolidation and extension of the defense dimension within the strategic partnerships of Romania and in multilateral formats.
8. Increasing the attractiveness of military function.
Defense reform
Is proposed “Reforming the recruitment and incorporation system, by digitizing the processes and attracting qualified personnel through stimulating packages, with an emphasis on technical and IT professions ”.
The proposals also provide “The reorganization and efficiency of the General Directorate for Armaments in the preparation and submission of eligible projects through specific European programs for ammunition production, military technique, infrastructure, research-development and digitization ”.
The plan revises the promotion of Romania that regional hub for maintenance and logistical support. The European Readiness 2030 re -monitoring program will be prioritized, the digitalization process in the Romanian Army will be accelerated and the contribution to the development of the defense industry will increase, in accordance with NATO and EU requirements.
Develop the human resource of the MApN and the national reserve will be based on the efficiency of the volunteer reservist program. At the same time, the MApN will also focus on attracting professionals from civilian professional areas.
Among the proposals is the increase of the attractiveness of the military function, but no concrete measures are mentioned for the achievement of this objective.
