Unions in pre -university education are preparing for protests. At the middle of the following month the headquarters of the Government will picket, and hundreds of protesters will manifest their dissatisfaction in front of the headquarters of the ruling coalition.

The Federation of Free Trade Unions and the Federation of Education Trade Unions “Spiru Haret” registered at the City Hall of Bucharest, an authorization request, announcing that about 2,000 unions will picket several institutions in the Capital.
There will be four days of protest, organized on: July 9, July 10, July 14 and July 15, 2025. Most protesters will be in the round in front of the Romanian Government building, but they are also targeted by the protest actions and the National Liberal Party (PNL), the Social Democratic Party (PSD) and the Union Save Romania (USR).

The dissatisfaction of the trade unionists, expressed since Wednesday, according to the message of the Minister of Education, Daniel David, are related to the political measures announced to diminish the budget deficit. The measures with financial impact proposed for education will affect the teachers, students and students.
The teachers are dissatisfied with the increase of the didactic norm by two hours, the increase of the number of students in the classroom and by the merging of certain educational units, all of which carry, fear, to discounts of didactic norms and finally to availability, despite the assurances that the Minister of Education has given the system. The teachers claim that the proposed measures will not only affect their remuneration, but also the working conditions and dignity of the teaching profession.
“The protest actions will be carried out peacefully and civilized and will affect the pedestrian circulation ”, The trade unionists have announced.
Petition for maintaining merit scholarships under current conditions
Also on Thursday, June 26, the students protested in the street after the announcement that the budget allocated to granting the university scholarships will be diminished. A few hours later reactions also appeared from the area of scholarships in pre -university education.
In the online environment, a petition was promoted by which it is requested to give up limiting only 15% of the students of a class when granting the scholarships (decrease from 30%) and keep the rule for all the students who obtained at least 9.50 average to benefit from the merit scholarship.
“Subsignates, students, parents and supporters of fair education, we express our concern and deep disagreement with the new rule that limits the granting of merit scholarships to only 15% of the students of a class, regardless of the average obtained. This measure hits thousands of students who work hard, get average between 9.50-10, but do not receive any recognition for their effort. In addition, criteria such as alphabetical order get to decide who receives or not the scholarship, which is completely unfair and arbitrary. We ask the Ministry of Education to:
- Returns to the rule by which all students with average ≥ 9.50 benefited from merit scholarship
- Eliminates a fixed 15%percentage that produces inequities and discourages performance
- Establishes objective and transparent criteria of separation only in case of need (Olympics, involvement in school activities, etc.)
Education is an investment, not an expense. Performance should be encouraged, not ignored. We work, we learn, we strive – and for this we deserve recognition and support ”shows the initiators of the petition.
The merit scholarship is a real motivation for those who have endeavored to obtain the average 9.50, it is said in the petition.
The Minister of Education and Research, Daniel David, announced that the state no longer allows to keep the scholarships at this year, so only two types of scholarships will remain: merit and social ones. The Olympic scholarships will be renounced, for students with special results, instead thinking a higher prize award system. Many of the Olympians will be among the beneficiaries of merit scholarships, expressed minister Daniel David, mentioning that it was his choice to continue to keep social scholarships, given that savings are needed, considering that support for students in the disadvantaged categories is very important.
