The Romanian scholarship system is the most generous in the European Union, the Minister of Education said on Saturday, June 28, at Digi 24.

“Compared to 2022, where the stock market funds, both in the pre-university and in the university or taken together, were under a billion, in 2025 we reached 6.4 billion. So we have an extremely generous scholarship system, the most generous of the European Union. You have a scholarship system that has exploded in the last two years, you are obliged to look at these scholarships. To provide social scholarships for all children who need to be able to participate in a mandatory education, I repeat for all who will be and will need socially, we will have these scholarships “, Daniel David detailed.

The minister explained that in Italy and Germany, merit scholarships are granted to 10 maximum 15% of the class, while in Romania, at least 30%, and in some colleges are given for 90% of the children of a class.

“We now have a system in which we are talking about at least 30%, and in some colleges in which the 9.50 grades, of course, have raised in recent years we are actually going to 90% of the children in that class.” said the Minister of Education and Research, quoted by Agerpres.

Daniel David stressed that social scholarships should be kept even if their fund is “huge”, being greater than all the scholarships granted in 2022:

“We have to reduce the stock market fund. Anything can be cut right now. You have to think about where you cut, if you have to reduce the stock exchange fund. My argument was that the social scholarships should be kept even if the fund is huge yet..

“We transform education into a form in which we give notes to obtain scholarships, which is not right.”

The minister also said in Digi24 that, in the case of the student scholarship fund, the increase in 2022 was much lower compared to the growth made in the case of students.

“We started to transform education into a form in which we give notes to get scholarships, which is not right. However we look is not a rule and we should not ask ourselves so many questions, if I look in our scholarship system, I do not see it in a European country.”David said.

“We have a problem if the subsidies of the parties remain”

According to the Minister of Education, it would be a problem if the scholarships were reduced and the subsidies allocated to the political parties were reduced.

“I believe that either they are reduced to the package, or if they do not reduce the package, yes, then we have a problem if the subsidies of the parties remain, but the scholarships and other aspects related to the social components, that they are not just about education, they speak of health and other important aspects … Yes, at that time it is a problem.”explained Daniel David.

We recall that the Minister of Education, Daniel David, reacted on Thursday the student protests to the reduction of scholarships, recognizing that they understand their dissatisfaction.
