According to European measurements (2025 EU Justice Scoreboard), made for 2025, the SCM argues that confidence in justice in Romania continues to be in the average of European countries.

The independence of justice is a fundamental pillar of the rule of law. Romania, however, faces challenges regarding the quality of the act of justice, the unitary application of the law or the settlement of the files in reasonable terms.
However, the Supreme Council of Magistracy sees things otherwise than Romanians, based on a study that says that the perception of the independence of justice in Romania is in line with the European average.
“Thus, among the companies, the perception of the independence of the justice system is 51%positive, similar to that of 2024 (52%), placing Romania near France (53%) and before some countries such as Greece (49%), Italy (48%), Spain (40%), Hungary (38%), Portugal (32%).

Regarding the confidence of companies in the capacity of the courts to guarantee the safety of investments, this extremely important indicator for Romania’s accession to the OECD is 58%positive, placing Romania in a group of 7 states in which this indicator is near the percentage of 60%, respectively France (62%), Czech Republic (61%), Belgium (60%), 59%, 59%), 59% (58%) and before states such as Portugal (44%), Poland (39%) or Greece (28%).
Regarding the perception of citizens, this indicator is 44%, keeping Romania in the average band of EU countries, immediately after France (51%) and Italy (46%) and before states such as Spain (39%), Greece (38%), Croatia (27%) or Bulgaria (27%) ”claims the SCM in a press release.

The SCM says that from this point of view, the context of the extreme polarization of the Romanian society during the presidential campaign, by the cancellation and reorganization of the election and by the constant and successive guilt of the Constitutional Court and of the classic justice system for the way of carrying out the respective elections must be considered.
Regarding the European measurements regarding the position of the system of justice at national level in 2025, among other institutions, the indicators of the justice system described above (58%, 51% and 44%) are related to a 31% level for Parliament, 34% for the Government and 26% for the press.

“At the national level, in the most recent available survey, with the thematic confidence in institutions (course), justice has a 38%confidence and is placed after the army/firefighters (81%), church (74%), police (59%), presidency (48%), but before the press (36%), of the Government (33%), (29%),”CSM shows.

The Supreme Council of Magistracy also emphasizes that citizens appeal to the courts in a larger number than in previous years, registering about 3 million files annually, with an increase of about 40% compared to 2020.
“Even at this rate, the degree of challenge (with appeal or, as the case may be, appeal) of the court decisions pronounced in the first instance decreased to a historical minimum of 9%, compared to 16.5% in 2021, which demonstrates the acceptance by the parties, to a higher degree, of the solutions ordered by the courts..
In conclusion, despite the constant contrary statements in the public space, it is found, from objective evaluations, that confidence in the justice system is maintained in the average band of reference system of the European Union, in the exceptional national context of the annulment of the presidential elections, with an unprecedented polarization of the Romanian SocietyI ”, CSM shows.
