Education unions ask Minister Daniel David to resign, accusing him of upset the system through the austerity measures he agreed with and who must be implemented until the beginning of the new school year, that is in less than a month. Several draft normative acts by which the measures of austerity in education, included in Law no. 141/2025 regarding some fiscal-budgetary measures (published in the Official Gazette, no.

The two-hour growth of the teaching norm, the increase of the number of students and the merging of the small schools are the measures that have generated the highest dissatisfaction, because they will translate into chairs that disappear and teachers who will be put in the situation of looking for other positions or leaving the system.

The draft normative acts by which they will be implemented contain close terms, for the actions to be put into practice being at all, about a month.

School principals are among the most revolted people in the system. They have the task of restoring all the classifications, so as to increase to all colleagues the two -hour teaching norm, given that all the stages of the personal movement made from January and so far are canceled.

The most difficult approach is the one for the teachers in small schools, on disciplines with few hours in the class, for which, from year to year, difficult hours have been found. The good news is that if the school is unique at the level of the locality, it remains with legal personality, no matter how few students it has. Instead, the conditions for organizing the education are changed, among the changes being that the education for the eighth-grade students are no longer organized in one class regardless of the number of students, but this class can also be combined with the others in the gymnasium (following as the examination disciplines-the Romanian language and literature,

Under these conditions, the task of the directors is even more difficult, because hours must be identified to increase the norm for all teachers, including for the directors (in the case of directors, the number of hours for which they benefited from the chair has decreased, increasing the teaching obligation, established according to the size of the school, which increases the need for hours).

Above all, even by traveling the draft normative acts displayed on the ministry’s website, the directors, and not only them, they remained with the question: how is the number of students increase in the study formation? It is important to know, because from here, if the number of classes/groups decreases, the number of hours available for teachers decreases.

Sources from the unions said that a meeting would take place on Thursday, during which more unclear themes are hoped, including it.

The restoration of framing, the great challenge

The draft normative acts were debated on July 28, 2025, and July 31, 2025 is given for the first public meeting for the distribution of candidates with grades over 7 from the title competition 2025. The candidates ask, entitled, for what positions they are competing. The answer was able to find it by consulting the sites of the school inspectorates, where the list of titlesable posts is the one they knew before the evidence. What a part will probably find out only after the distribution is that, following the restoration of the classifications from each educational unit, it could enter into activity restriction immediately after receiving the job.

The procedure regarding the establishment of the teaching-learning-evaluation teachers in pre-university education, in the school year 2025-2026, as a result of the application of the measures adopted by Law no. 141/2025 regarding some fiscal-budgetary measures ”document under debate, stipulates, at art. (2), “For teachers and candidates distributed on teaching/vacancies during July 31 – August 4, 2025, the school inspectorates have the obligation to issue the distribution decisions, so that they are presented to the educational units, in order to conclude the individual employment contracts, until August 8” “. At art. (3) of the same draft normative act stipulate that “Between August 8-18, 2025, the list of didactic positions/vacant/reserved chairs is updated.”

From here the madness begins.

At art. 6 (1) of the same procedure (today in the project) it is stipulated that “Between August 8-14-14, 2025 at the level of each state education unit, the optional disciplines for the school year 2025-2026 can be reviewed and the activities regarding the establishment of the didactic positions/chairs, the classification of the teaching staff and the resolution of the requests for completing the teaching norm at the level of the educational staff who benefit from the teaching staff. rights ”.

The order in which the classification is realized will certainly give a lot of headaches to the directors, the human resources people in the system are convinced, because it is a long list of personnel categories, respectively:

a) Titler teachers in the educational unit, employed with an individual employment contract for an indefinite period until September 1, 2024, inclusive, and debuting teachers provided in art. 24 para. (6) of the methodology – framework;

b) titular teachers in the educational unit, employed with an individual employment contract for an indefinite period until September 1, 2024, inclusive, who have completed their teaching norm starting with the school year 2025-2026;

c) Debtant teachers provided in art. 24 para. (4) of the methodology – framework, employed with a fixed period of employment;

d) Debtant teachers provided in art. 24 para. (4) and (6) of the methodology-a framework that have completed their teaching norm starting with the school year 2025-2026;

e) transferred holders, starting with September 1, 2025, in the educational unit as a result of solving the activity restriction;

f) teachers employed during the viability of the post, until September 1, 2024, including, who obtained at least average 7 at the national competition, session 2025, hereinafter referred to as competition, and which become holders from September 1, 2025 on the didactic positions/the chairs on which they are already employed;

g) titular teachers and teachers engaged during the viability of the position, until September 1, 2024, including, distributed from September 1, 2025, in the educational unit by pre -transfer, respectively the modification of the distribution;

h) teachers employed during the viability of the position, until September 1, 2024, inclusive;

i) the candidates who obtained at least the average 7 at the competition, distributed on teaching/vacancies published for the competition starting with September 1, 2025, between July 31 – August 4, 2025, in the decreasing order of the distribution environments;

j) teachers for whom the change in the duration of the individual employment contract determined by one year in an individual employment contract during the life/chair period from September 1, 2025;

k) teachers who have acquired at least the finalization in education or who have passed the national examination in education, session 2025, and benefit from the extension of the individual employment contract for a determined period in the school year 2025-2026, according to the provisions of art. 63 of the framework methodology.

Candidates who have obtained positions right at this year’s distribution sessions are among the last in the order in which the available hours are distributed, so there will be situations in which they will enter into activity restriction without having arrived in front of the students. Inclusive to solve the situation of the frames in the restriction of activity must be ready until the beginning of the new school year.

There are also expected discussions regarding the combination of schools with less than 500 students (not the unique ones at the level of the locality). Such situations can occur in large communes and cities. The attachment of two schools will also come with challenges related to the restoration of the classification, in the draft normative acts being provided the calendar of the combination (with close terms, so that everything ends in August 2025), the trade unionists also signaling that in such cases endangered positions are put into danger.
