The Ministry of Health simplifies access to treatment for chronic and uninsured patients. No more than the ticket or hospitalization ticket is needed anymore

Patients without income, but included in national health programs, can now benefit from consultations and hospitalizations without the need for referral or admission ticket. The common order issued by the Ministry of Health and CNAS, already published in the Official Gazette, eliminates this bureaucratic obligation.

The measure is included in the common order no. 525/1.047/2025, issued by the Ministry of Health and the National Health Insurance House.

The document, already published in the Official Gazette, establishes that the referral ticket for the specialized consultations or the hospitalization ticket is no longer required, in the case of uninsured patients included in these programs.

Patients with serious diseases escape bureaucracy and unnecessary roads between doctors

The measure is addressed to people without income, diagnosed with serious conditions such as diabetes, rare diseases, hemophilia, HIV/AIDS, cardiovascular disease, endometriosis or neurological disorders. Oncological patients without income do not fall under this change, as there are special regulations for them.

Specifically, patients included in these national programs can go directly to the specialist doctor, without having to send from the family doctor. They can also be hospitalized directly in hospitals, either in the day or continuous regime, without a hospitalization ticket.

The order applies in the case of several medical specialties, including: diabetes, nutrition, metabolic diseases, hematology, neurology, medical oncology and interventional radiology.

What subprograms are targeted by this common order

Woman’s health subprogram, including genetic diagnosis and prevention of Rh isoimmunization.

The subprogram for the treatment of toxicDependence and major depressive disorder;

Subprograms of interventional radiology, treatment of resistant epilepsy and implantation of medullary neurostimulator.

All these programs offer access to complete medical services such as: consultations, investigations, treatments, medicines, sanitary materials and medical devices, even for uninsured people, as long as they are included in a national health program.

By the common order no. 525/1.047/2025signed by the Minister of Health, Alexandru Rogobete, and the president of CNAS, Horațiu Moldovan, the uninsured patients included in the national health programs can directly access specialized medical services and hospitalization without having to walk the papers between the hospital units. The purpose of this measure is to simplify access to medical care for vulnerable patients and shorten waiting times for essential treatments.
