The heads of sections in hospitals will be elected through the competition, based on the performance, shows the minister Alexandru Rogobete, thus marking a major premiere in health.
For the first time in the last 30 years, the department heads in the Romanian hospitals will be elected by the competition and their activity evaluated on performance criteria. Universities no longer decide who is the head of the section. The decision was discussed in the PSD BPN, where the proposal of Minister Rogobete won support. The reform puts an end to a system based on political and academic appointments, independent of medical performance or responsibility towards patients.
Why does the reform initiated by the Minister Rogobete for appointing the heads of hospitals matter enormously
So far, the universities of medicine in the country called the heads of section in the clinical hospitals, although they did not have an administrative or legal relationship with the hospitals. Managers could not intervene, even in situations where the sections did not work properly, sometimes with strong negative effects. The rigid and non -transparent mechanism has put the university influence above the quality of the medical act.
The reform announced and proposed by the minister Alexandru Rogobete puts orders in the system, in the sense that the heads of the section will be elected through the competition. Moreover, they will sign four -year administration contracts, in which clear performance indicators, monitored annually, are stipulated. Each candidate will be obliged to present a project to develop the section and medical team, based on concrete and measurable objectives.
The routine formalities that demanded this university approval are now replaced by a merit -based system demonstrated in the ability to drive.
“The university quality can no longer be the only recommendation to become the head of the section. It is a normality that we must bring back to hospitals. We know well that not always the greatest in the university degree is also the best leader. said Alexandru Rogobete.
The reform is not only a change of procedure, but it offers guarantees to young performing doctors who will no longer depend on university hierarchies, but on competence, projects and results. However, the main advantage is for patients: better organized sections, responsible coordinated medical teams and quality medical services.
Rafila and Bodog will not be transparent appointments for the department heads: “It is not normal”
Alexandru Rafila and Florian Bodog, both former ministers and university staff, publicly opposed the reform discussed inside the PSD. Bodog would have said that “it is not normal for the section heads to be appointed by the competition” while Rafila compared this measure with one of Vlad Voiculescu’s law. Both Rafila and Bodog, as former ministers or parliamentarians, did not initiate any reform to the transparency of appointments for the department heads.
The contestants of the reform had an unpleasant surprise when several PSD leaders supported the measure proposed by Minister Rogobete. At the meeting of the PSD’s National Permanent Bureau, Lia Olguța Vasilescu, Mihai Tudose and Gheorghe Hâldan expressed their support for the form proposed by the PSD minister. The interim president of the PSD, Sorin Grindeanu, said that the party will go forward with this reform “even if the health mogul are dissatisfied. ”
“I know that the resistance is great, but together we can do well. It is obvious, with all the goodwill I have, that things can no longer continue and that we have to put an end to a custom that has worked only to the advantage of some. Finally, the patients must be the ones,” said the Minister of Health.
The measure regarding the appointment by competition of the heads of section, including the performance criteria will be included in the package no. 2 measures announced by the Bolojan government.
