The government has changed the rules for the directors of the educational units in the rural area: they will no longer be relieved for hours, but will do full 20 hours a week at the chair.

The government approved on Thursday, August 28, the methodological norms establishing the degreement of didactic rule for teachers with management positions, starting in September.
The measure brings a major change for the directors of small schools, where there are less than five classes. They will teach the entire didactic norm, the equivalent of 80 hours per month.
The decision refers to all pre -university education units, but the largest impact will be felt in the rural area, in schools that operate with reduced students. In these communities, schools will not be combined, but the directors will have to share their time between administrative responsibilities and teaching activity.
According to the normative act, the deputy directors and directors, the school inspectors and the management of the county resources and educational assistance centers have the obligation to support a certain number of hours in the class. In the case of principals in schools with less than five study formations, the provision is explicit:
“The directors of the state pre -university education units that work with a number of study formations less than 5 performs the teaching norm.”
The didactic norm for this case is 20 hours per week, according to Law 141/2025, which amends the Law on pre -university education no. 198/2023.
Changes for Deputy Directors and School Inspectors
The decision applies to the directors and deputy directors of the state pre -university education units, but also to the personnel with management positions in the school inspectorates and the County Centers of Resources and Educational Assistance, as follows:
Deputy directors: 12 hours of teaching per week.
Directors of Extra -Ecolar Education Units and CJRAE: 14 hours/week.
School inspectors: 10 hours/week.
At the same time, the law prohibits the accumulation of overtime paid by the time payment for the personnel with management positions, except for schools from isolated or disadvantaged areas, where it is allowed to derogate with the approval of the Board of Directors of the School Inspectorate.
Impact for rural schools
The measure considers, in particular, the schools of isolated villages and communes, where there are no other educational units, nor the possibility to ensure the transport of the students. In these situations, the classes will continue to operate simultaneously, according to article 23, paragraph 11 of Law 198/2023, in modified form:
“In the administrative-territorial units isolated geographically or linguistically or in the administrative-territorial units in which the number of students corresponding to a certain class level in primary or secondary education are lower than the minimum herds provided by law and there is no possibility to ensure school transport, classes are organized in the simultaneous regime, in accordance with the methodology”.
