Former Minister of Transport Răzvan Cuc was placed under house arrest in the “Bribery to RAR” file

The former Minister of Transport Răzvan Cuc was placed under house arrest for 30 days, in the case in which he is accused by DNA prosecutors of having brokered a bribe of over one million lei for the general director of RAR.

The former Minister of Transport Răzvan Cuc, under preventive arrest in a corruption case, obtained the replacement of the measure with house arrest for 30 days, after the Bucharest Court accepted his request. The same measure was ordered for the businessman involved in the case, Cătălin Daniel Bușe.

The two are being investigated for involvement in an act of corruption related to a framework agreement of 23 million lei, intended for the maintenance of technical vehicle inspection equipment, which was to be renewed between the Romanian Car Registry (RAR) and the company managed by Bușe.

DNA prosecutors claim that, between September and November 2025, the businessman would have promised the general director of RAR, with the help of former minister Răzvan Cuc, a bribe of 6% of the total value of the contract, payable in installments at intervals of 3-5 months, the first installment being planned before the winter holidays.

According to the investigators, the two defendants would have arranged several meetings and conversations with the director of RAR in order to influence the appointment of the members of the bid evaluation committee and the rapid signing of the contract, in favor of the company managed by Cătălin Bușe.

Decision of the Bucharest Court

“Confirms the legality of the measure of preventive arrest of the defendants Cătălin Daniel Bușe and Alexandru Răzvan Cuc. (…) Accepts the request and replaces the measure of preventive arrest with the measure of house arrest, for a duration of 30 days, from the date of the final stay of this conclusion against the defendants Bușe Cătălin Daniel and Alexandru Răzvan Cuc. (…) It requires the defendants that, during the preventive measure of house arrest, to not leave, without the permission of the judicial body in front of which the case is pending, the building in which they live, with the exception of appearing before the judicial bodies, upon their summons”,
it is shown in the minutes of the meeting.

The court also imposed a series of specific obligations: the presentation to the judge of the preliminary chamber or the court whenever they are called, the prohibition to communicate directly or indirectly with the witnesses Mihai Alecu, Alina Mihaela Niță, Costel Barbu and Ciprian Constantin Șerban and the periodic provision of relevant information about their means of existence.

Cătălin Buşe’s request for permission to leave his home was rejected by the court, so he also remains under house arrest.

The decision of the Bucharest Court can be contested within 48 hours of communication.
