Alexandru Rogobete: “Public hospitals and ambulance services are exempt from this 10% cut”. What other institutions escape

The Minister of Health, Alexandru Rogobete, stated on Tuesday evening that public hospitals, ambulance services and several essential institutions in the medical field will be exempted from the 10% reduction in personnel expenses decided by the Government. The measure, the official says, is necessary to avoid destabilizing the health system and to protect patient safety.

“As I said from the beginning, the health system has its particularities. An accounting, linear, 10% reduction in personnel expenses would not have helped the development of the system. On the contrary, it could have generated destabilization and a serious crisis in a field that is already in maximum demand. Today, through the Emergency Ordinance adopted by the Government of Romania, public hospitals and ambulance services are exempted from this 10% cut. It is a decision that protects the stability of the system and, implicitly, patient safetyr”, wrote Alexandru Rogobete, in a post on Facebook.

“Performance criteria remain a priority”

However, the Minister of Health emphasized that “this measure does not mean giving up the reform”.

“On the contrary. Performance criteria remain a priorityand the normative act that regulates them is in an advanced stage of elaboration. Starting next week, we will have meetings with the unions, professional societies and the Romanian College of Doctors to finalize the details before approval”, Rogobete also said.

At the level of the Ministry of Health, it was decided that the institutes of legal medicine, the transfusion centers and the National Transplant Agency are also exempted from this calculation, the minister also stated, explaining that the efficiency measures applied last year allow the achievement of the budget objectives without affecting the essential health structures:

“The reorganization of the ministry and the efficiency measures already applied in 2025 allow us to meet the reduction targets without affecting these essential structures. It is an important moment. Thank you to everyone who understood that health cannot be treated strictly accounting and supported our arguments. What we publicly promised was achieved through dialogue, balance and responsibility. Trust is good for us.”
