The brother of a local PNL leader, detained by the DNA in the corruption case at Vama Constanța

The prosecutors of the National Anticorruption Directorate detained for 24 hours two customs officials from the Port of Constanța, in a case concerning alleged acts of corruption related to the customs clearance of containers. Among those detained is Christian Gudu, the brother of former PNL Tulcea deputy, Michael Gudu, notes infotulcea.ro.

According to the DNA press release, in the period March 5-6, 2026, two officials of the Constanța Sud Border Customs Office were detained.

The first is Parfenie Octavian-Lică, who at the time of the events held the position of head of the South Constanța Border Customs Office. He is accused of bribery in continuous form, in six material acts.

The second is Gudu Christian, deputy head of the Customs Bureau. He is accused of complicity in bribery in continuous form, in two material acts.

According to DNA prosecutors, between December 2025 and March 2026, Parfenie would have received, through a collaborator, approximately 15,100 euros for facilitating customs procedures, sometimes supported by Gudu. The sums were requested from companies that carried out activities in the Port of Constanța, in exchange for the promise that the customs formalities would be carried out with priority and without difficulties.

Based on the transcripts in the file, one of the witnesses used by DNA, under protected identity “Ion Christian”showed how the money was demanded in euros and how the notes were checked to avoid their identification. In a dialogue captured by the prosecutors, Parfenie was dissatisfied with the amounts received, insisting that the bribe be exactly 350 euros per container.

The two were informed of the procedural status and the charges against them, according to article 309 of the Code of Criminal Procedure.

Christian Gudu was placed under judicial control for 60 days, until May 4, 2026, according to his lawyer.

DNA prosecutors announced that the two will be presented to the Bucharest Court with a proposal for preventive arrest for 30 days. The investigation continues against other people involved in similar alleged acts.

The representatives of the Directorate emphasize that the initiation of the criminal action is a procedural step and does not affect the presumption of innocence of the two defendants.
