The governing program proposed by Adrian Veștea covers 68 pages and includes, among other things, the priorities of his Cabinet of Ministers, which would be voted on or rejected by the Parliament at the beginning of next week.
Adrian Veștea completed the Governance Program for the period 2026-2028, a 68-page document that outlines Romania’s development directions for the coming years and defines the priorities of the future Executive.
The next step is to present it and the list of ministers to the Parliament, which is going to vote for the new government or not. According to a message sent by Adrian Veştea to his colleagues, this could happen on Monday, June 22, starting at 11:00.
“Everything is left for Monday at 11 o’clock”, the prime minister-designate told the parliamentarians.
For his part, the PSD president Sorin Grindeanu advanced as the deadline for the vote the very beginning of next week, Monday or Tuesday.
Returning to the government program, it establishes as general objectives the consolidation of public finances, the modernization of the administration, the increase of the competitiveness of the economy and the improvement of services offered to citizens.
The program insists on the idea of administrative and political continuity, but emphasizes that this does not exclude a reevaluation of the measures already adopted. Adrian Veștea states that responsible governance requires both the continuation of started projects and a realistic analysis of the results achieved so far.
According to the cited document, the major priorities of the new government remain the implementation and completion of the National Recovery and Resilience Plan (PNRR), accelerating the absorption of European funds, Romania’s accession to the Organization for Economic Cooperation and Development (OECD) and strengthening national security.

The governing program provides that the activity of the Executive in the period 2026-2028 will be concentrated around four major strategic directions. The first is represented by Romania’s safety, through the implementation of the SAFE Program and the strengthening of defense capabilities. The second aims to complete the process of joining the OECD, considered a strategic objective for the economic and institutional development of the country.
Safety for Romania – SAFE Program
“National security can no longer be viewed separately from economic development. Investments in defense, strategic infrastructure and industrial capacities will contribute both to strengthening Romania’s protection capacity and to creating jobs, stimulating domestic production and increasing the competitiveness of the national economy”. it is shown in the government program proposed by Adrian Veştea.
Romania’s accession to the OECD
“We will accelerate the necessary reforms to align Romania with the standards of the world’s most developed economies, consolidating a predictable, transparent and investment-friendly institutional framework. Full and responsible implementation of PNRR
“The National Recovery and Resilience Plan remains one of Romania’s main reform and modernization tools. The Government undertakes the strict fulfillment of the remaining milestones and targets, so that the committed reforms turn into concrete results for citizens, the economy and the administration. The priority will be the completion of mature investments, the unlocking of delayed projects and the efficient use of available resources, with an emphasis on infrastructure, health, education, digitization and green transition”. it is detailed in the program.
Absorption of European funds
“Romania must make the most of the entire available European budget. Beyond the PNRR, we will accelerate the absorption of funds from the Cohesion Policy and from the European sectoral programs, in order to support essential investments in every region of the country. European funds will be directed with priority to projects with real impact: transport infrastructure, hospitals, schools, digitalization of the administration, support for the business environment, local development and the reduction of gaps between regions. Through these four pillars, Romania moves from a stabilization stage to one of consolidation, acceleration and sustainable development”, it is also shown in the Government Program.
Adrian Veștea affirms that financial discipline and good governance are maintained, not as goals in themselves, “but as tools by which we guarantee the safety of citizens, support the protection of the purchasing power of the population, finance the modernization of the country and strengthen Romania’s role in Europe and within the Euro-Atlantic partnership”.
