Former Minister of Health Alexandru Rogobete declared on Thursday, at “Interviurile Adevărul”, that the draft of the new Salary Law, in its current form, could generate a massive wave of departures from the Romanian medical system, warning of the risk of the largest exodus of doctors since the post-December period.
According to the former minister, the decrease in the financial attractiveness of the medical profession could push more and more specialists to continue their careers in other states in the European Union.
“If this bill passes in its current form, there will be the largest exodus of medical personnel since the Revolution. I can guarantee you this, because no one will come to the health system to work on a salary 1.5 times lower than the European Union average, and most of them will leave this country, because they have counter-offers in the member states of the Union“, said Alexandru Rogobete at “Interviurile Adevărul”.
Rogobete believes that the effects of such a reform must be carefully analyzed before adopting the final form of the law, warning that health is already facing staffing problems in many medical units in the country.
Alexandru Rogobete’s statements come amid debates regarding the future public sector salary law.
The former explained why the possible changes that would affect the income of medical personnel could accentuate the shortage of specialists in the health system and encourage their migration to states that offer more advantageous salary conditions:

Alexandru Rogobete also explained why the Salary Law was not adopted during the period when PSD held the Labor portfolio, claiming that such a measure could not have been supported financially in parallel with the new Pension Law.
Rogobete criticizes the new salary law: “Patients will not be able to be operated on because the anesthesiologist is in France”
Both reforms were foreseen in the National Recovery and Resilience Plan (PNRR), but their budgetary impact would have been too great if they had been implemented simultaneously, claims the former Minister of Health.
“The PNRR had two expensive laws, the Pensions Law and the Payroll Law. They could not both be done in the same year, i.e. in 2023, when they were scheduled, because the deficit was booming and there was no financial resource. Prime Minister Ciucă, since then, negotiated with the European Commission and divided them into two. The first was the Pensions Law, which was expensive and had a big impact, and they moved the Payroll Law to the last payment request, i.e. in 2026, precisely so that there is a distance between the two laws, so as not to affect the national budget even more.

Alexandru Rogobete also commented on the position of the current interim Minister of Health, Cseke Attila, who he said was against the current form of the bill.
Rogobete stated that he appreciates the administrative experience of the UDMR leader and pointed out that he, in turn, warned about the effects that the reform could have on the revenues of the system.
“I appreciate and respect Minister Cseke very much. He is a professional, he knows the administration very well, his position was firm and clear, he said that he does not support this bill and even the Minister said that salaries are falling and that he cannot support such a thing”said Alexandru Rogobete.
