Călin Georgescu is the son of Scarlat Georgescu (agronomist engineer, author of a Land Cadastre manual for agricultural high schools in RSR for the 2nd, 3rd and 4th grades) and Aneta Georgescu (née Popescu, clerk at Institute of Geodesy and, in the 60s, secretary of the Minister of Agriculture).

Regarding his studies, Călin Georgescu graduated from the “Nicolae Bălcescu” Agronomic Institute in Bucharest in 1986 and in 1999 obtained the title of doctor in pedology from the same institution, renamed in 1995 as the University of Agronomic Sciences and Veterinary Medicine according to public data. After graduating from college in 1986, he gained additional experience through assignments in the United Kingdom and the United States of America, even though neither he nor his father were members of the Romanian Communist Party.

After the collapse of communism in Eastern Europe, in the period 1993–1994, he was a scholar of the British Government, graduating from the course “Environmental policies, development strategies and management for National Parks” (Environmental Training Program).

In 2007, he graduated from the “National Security and Defense – Geopolitics and Geostrategy” postgraduate program of the “Carol I” National Defense College.

His professional career began in Brașov

After graduating from the master’s courses in 1986, Călin Georgescu was employed as an engineer at IEELIF Făgăraș, Brașov county, and from 1990, after the victory of the Revolution of December 1989, at the Department of Soil Erosion within the National Research-Development Institute for Land Improvements (INCDIF – ISPIF Bucharest).

In 1991 he was appointed head of the Senatorial Office for the Environment of the Romanian Parliament, and the following year he became an adviser to the Minister of the Environment, Marcian Bleahu, in the Theodor Stolojan government.

Also in 1992, he was elected president of the “Youth Ecologist from Romania” Association, a position he held until 1996. In the period 1997-1998, he served as secretary general in the Ministry of the Environment, under the mandate of Sorin Frunzăverde, from the Victor Ciorbea government.

As a specialist in environmental policies, he coordinated, as a project manager, over 40 projects for different local authorities in Romania, carried out between 1996 and 2008, within the “Local Agenda 21” program, a plan to support sustainable development under the auspices of the United Nations Development Programme.

Between 2000 and 2011 he was executive director of the National Center for Sustainable Development, created in 1997 under the auspices of the Romanian Academy as an agency of the UNDP. Since 2001, the center has turned into an independent foundation, expanding its activity. Starting from 2009, the Center develops and implements projects financed by the European Union and the Government of Romania.

Recognized authority on strategic planning and public policy design. Călin Georgescu coordinated, on behalf of the Government of Romania, the development of two consecutive versions of the National Strategy for Sustainable Development (1999 and 2008), in accordance with the guidelines of the European Strategy for Sustainable Development.

The first strategic document, developed in 1999, had as its objective “the progressive improvement and maintenance of the population’s well-being in correlation with the requirements of the rational use of natural resources and the conservation of ecosystems”, and the second one, developed in 2008, adopted after Romania’s accession to In the previous year, the European Union aimed at “the full connection of Romania to a new philosophy of development, specific to the European Union and widely shared worldwide – that of sustainable development”.

The strategy established “concrete objectives for the transition, within a reasonable and realistic time frame, to the development model generating high added value, propelled by the interest in knowledge and innovation, oriented towards the continuous improvement of the quality of people’s lives and the relationships between them in harmony with the natural environment”.

From the position of director of the Directorate of International Economic Organizations in the Ministry of Foreign Affairs, Călin Georgescu coordinated, between 2004 and 2005, the activity of the office of the Organization for Economic Cooperation and Development in Romania.

Between 2006 and 2012, Călin Georgescu served as the Executive Director of the Institute for Innovation and Development Projects, coordinating the “Reprofessionalization of Romania” project and preparing a report that offered some solutions for the country’s exit from the crisis and sustainable development.

Two years – UN rapporteur

In the period 2010–2012 he was UN Special Rapporteur on the adverse effects of the illicit movement and dumping of toxic and dangerous products and waste on human rights enjoyment of human rights) of the United Nations Office of the High Commissioner for Human Rights (UN Office of the High Commissioner for Human Rights – OHCHR).

In 2013 he became president of the European Support Center for the Club of Rome in Winterthur (Switzerland).

Since 2021 he is a teacher at the National University of Science and Technology Politehnica Bucharest – Pitești University Center, where he holds (in 2024) the position of lecturer.
