Huge irregularities found by the Court of Accounts at the Oncological Institute: medicines worth more than 22 million lei missing, unjustified payments and errors in the records

The Court of Accounts identified major irregularities in the management of stocks of medicines and sanitary materials at the “Prof. Dr. Alexandru Trestioreanu” Oncological Institute in Bucharest. The audit carried out for the period 2023–2024 indicates differences of over 22 million lei between the accounting records and those from the physical management of the hospital.

According to the report, the audit revealed important inconsistencies between the technical-operational and accounting records, according to TVR Info.

Significant differences between documents and actual stocks

Shortfalls of 13.68 million lei in 2023 and 8.44 million lei in 2024 were recorded, which affects the accuracy of the institution’s financial statements.

The document shows that the method of recording and inventorying medicines does not comply with the accounting rules and internal procedures, as stocks with unrealistic values ​​and operations without supporting documents are reported.

Administrative and financial irregularities

In addition to stock problems, the Court of Accounts also identified other deficiencies: unjustified payments for services and contracts, errors in the asset records, problems in the performance of rental contracts, unjustified VAT payments for medical equipment, an incomplete or incorrect inventory of assets

Following the findings, the Court of Accounts issued a contrary audit opinion, signaling significant violations of the legislation on the management of public funds.

The report asks the management of the Oncological Institute to verify all operations regarding the stocks, identify possible damages, correct the accounting records, recover the sums paid unjustifiably

The reaction of the Bucharest Oncological Institute

The management of the Oncological Institute conveyed that the irregularities reported by the auditors concern the period 2023-2024 and that the implementation of the measures ordered by the Court of Accounts has already begun.

Medical facility representatives say they have put in place additional internal control and traceability mechanisms, and an internal administrative investigation is underway to determine responsibilities.

The institution specifies that the medical activity is not affected, and any supply problems in the past have been fixed. According to the management of the Oncological Institute, supply flows are currently stable and patients are receiving uninterrupted treatment.

Subordinated to the Ministry of Health, the Oncological Institute is one of the most important specialized centers in the country, with almost 600 beds.
